LDK was the team leader for this project, actively involved in all project tasks, but also provided technical experts for the Technical Code Review and compliance monitoring, as well as Training tasks. A pool of non-key experts was also provided by LDK according to the actual needs emerging for all tasks during project implementation.
Description
The overall objective of the project was to strengthen the institutional capacity of the Energy Regulatory Office (ERO) in Kosovo, on the implementation of the regulatory framework necessary to create the bases for transparency and non-discriminatory of market operation, and to fulfil the obligations of Energy Community Treaty. Specific objectives of the project were:
- to provide assistance to ERO in reviewing and approving submitted technical / operational codes;
- to provide assistance in the price review of tariffs for generation, transmission, distribution and energy supply; defining the allowed return; assessing RAB and operating costs;
- to provide assistance in the review and monitoring of Regulatory procedures; Licence compliance monitoring; to assist ERO in reviewing and issuing licences; Compliance monitoring system; Market monitoring; Customer protection and dispute settlement compliance and monitoring;
- to design and specify the IT support system to ERO;
- to specify quality management procedures, including enhancement of managerial and administrative competencies and specification of human and regulatory policies and procedures;
- to provide training on all of the above areas.
