Type of Services

The project`s products were the following:

  1. Situation Review Report: a report reviewing the current situation in the power sector in Greece and the issues that have been encountered in the liberalization process and the development of competition;
  2. Proposal Review Report: a report reviewing and commenting RAE proposals;
  3. Final Report: a report that has drawn together all analysis made so far, as well as discussions of options for alternative proposals.

 

Description

The project aimed to review a set of proposals for amendment of the Greek Law 2773, suggested by the Greek Regulatory Authority for Energy (RAE), and, if appropriate, make alternative proposals for change. The project was elaborated following three tasks, namely:

  1. Review of current situation in the power sector in Greece, issues that have been encountered in the liberalization process and the development of competition;
  2. In-depth analysis of the issues that have arisen to inhibit progress towards the development of a competitive electricity market, and it is a key foundation of the other elements of this project. The rationale for the adoption of any proposal for changing the existing regulatory framework needs to be based on a clear understanding of difficulties encountered in the implementation of the existing framework, and their relative importance;
  3. Appraisal for the RAE Proposals, including review of the various components of these proposals in the necessary details, where the main activities were:
  • detailed exposition and analysis of the proposals;
  • review of comparisons with international experience;
  • outlining of a Recommended Counter-Proposal, including detailed discussion of the findings of the Situation Review Report and Proposal Review Report, and discussion of the alternative options for action.

Particular attention has been paid to the extent to which alternatives were capable of producing an acceptable resolution of conflicting constraints and objectives.
