Services provided by LDK included consultancy and technical expertise for the:
- review and reporting on the general organisation of the Transmission Company (Grid, SO, MO functions);
- review of the Proposals for the Wholesale Supplier and Trading division and Hydro;
- development a Discussion Paper;
- preparation a detailed proposal regarding business processes and new organisations;
- assistance in the Development of the Implementation plan.
Description
The project consisted part of the South-east European Electrical System Technical Support Project (SEETEC) which aimed to foster economic growth in South-eastern Europe by improving the management, delivery and rational use of electricity in the region. The new Energy Law in Bulgaria leaded to a new stage of reforms with market opening and further unbundling of NEK. It also introduced a new market design. A temporary new organisation of NEK had been set forth for the market opening in 2004, partitioning NEK into separate business units having, each, separate accounting, as the goal was to legally separate the Production and Trading departments by the end of 2005.
The principal objective of this project was to assist Bulgarian authorities in the development (or revision) of the organisational structure of each unit and its different functional groups, responsibilities, business processes, staff and key interfaces based on the final market design and its evolution in the medium term.
