Type of Services

Participation in the implementation of various SEETEC activities such as:

• Analysis of various power market models and preparation of a complete set of Market Rules and Codes for the operation of the Bosnian and Herzegovina electricity market under a liberalisation and privatisation regime. Drafting of Ancillary Services Agreements.

• Assistance to the Bulgarian NEK TSO unbundling: revision of the organisational structure of each business unit and its different functional groups, responsibilities, business processes, staff and key interfaces based on the final market design and its evolution in the medium term.

• Assistance for the preparation of a Limited Open Access Commercial Environment in Bulgaria: implementation guidance to open access in the Bulgarian electricity sector, review and analysis of the tariff ordinance, drafting of the ordinance regarding eligible customers phasing in.

• Assistance for Further Liberalisaton of the Electricity sector in Bulgaria: market design and selection of the overall framework of codes and agreements; development of draft market rules, trading & settlement codes; adaptation of the operations codes; and revision of the pricing code.

• Revision of Balancing Market Rules in Slovenia: develop clear and transparent balancing market rules, set balancing prices consistent with a well-functioning power exchange, harmonise with the grid code.

• Co-ordination for the formation of a Market Facilitation Group aiming at information exchange between the countries about market issues, training on markets and commercial issues, assistance in the development of the required comfort level among the countries for a regional approach (in planning, operation, etc.), assistance of CEER/SETSO.

• Regional Electricity Market-Coordination: develop a preliminary market design for the REM in the Balkans as well as assist in preparing TOR for future work and an implementation plan.

• Study on the Obstacles to Trade and Compatibility of Market Rules in the Energy Community, aiming to identify and document the nature of the most critical trading obstacles at the wholesale and retail level; and propose practical, short to medium-term corrective measures and recommendations to remove those obstacles.

• South East Europe Sub-Regional Balancing Market Pilot Project, aiming to encourage suppliers to group imbalances and to trade them away as close to real time as possible, by bringing dispersed resources together to the benefit of all market participants in one sub-region and thus reducing the total cost of provision of balancing services, and mitigating the dominance of a single company providing balancing services.
