Type of Services
LDK provided services in different stages of the project, in particular in the folowing:
- Preparation of Technical Specifications (TS) and Market Survey for the supply tender: LDK's expert prepared the Technical Specifications and carried out the Market Survey for the supply component of the project, which covered the procurement of equipment and materials for training and social activities for the street children. Over 300 items were specified in 7 Lots, ranging from Vehicles and IT equipment to CNC equipment for VET activities.
- Drafting of answers to clarification requests of potential tenderers on the TS and ToR: LDK's expert drafted answers to the requests for clarification made by potential tenderers and submitted these to the CFCU for publication.
- Participation of the experts in the tender evaluation phases of Supply and Service tenders as voting members: LDk's expert participated in the evaluation of the Supply Tender as a voting member and provided support to the CFCU task manager for the preparation and approval of the evaluation report.
Description
This contract was awarded through Lot 9 "Education, Employment and Social" of the worldwide Framework Contract. The main objective was to assist in the preparation of the EC funded project "TR 0602.05 Support to the Solution of Economic and Social Integration Problems in Istanbul, Izmir, Ankara and Bursa as Major In-Migrant Destinations", through the preparation of the Terms of Reference for the service tender; the preparation of the Technical Specifications and the preparation of a market survey for the Supplies Tender.
The main contract concerned the provision of support to the four Metropolitan Municipalities to build their capacity for planning and provision of social services in the light of in-migration from other regions of Turkey. In addition, each metropolitan municipality established and operated centres for street children working or living on the streets if the city. In particular:
- Istanbul: Establishment and refurbishment of Sultanbeyli Street Children Center aimed rehabilitation and reintegration of street children in the Sultanbeyli district;
- Ankara: Establishment and refurbishment of a center intended for the reintegration of street children abusing drugs;
- Izmir: Establishment and refurbishment of Yenisehir Support Center for the Children Living on the Streets of Izmir aimed at urban adaptation and social support for the Roma community in Konak;
- Bursa: Establishment and refurbishment of center for the Children Living on the Streets of Bursa.
In order to execute the project, the expert team made frequent missions to Turkey, spending one week with each Metropolitan Municipality and more than one working month in the CFCU headquarters.
