Type of Services
LDK's role within the project summarized to the following tasks and provided services:
- to organize internships (appropriate matching and placement of manager participants) in Greece for approximately 80 managers from all project countries;
- to organize mid-term and end-term seminars each of 2 days, to review the internships, to crystallize lessons drawn from experience, and to formalize progress made;
- to organize one Europa seminar of 2 days; the Europa seminar brings together all participants present in the EU at one point in time, thus giving a genuine EU dimension to the traineeship. During the seminar major EU issues are presented and discussed including political and economic relations between EU and participating countries. The Europa seminar also aims at networking and business meetings; at discussing the overall conclusions from the training experience and further motivate "change action plans".
- to provide assistance to the Federal Commission (FC) in Russia to set up four new resources centers (RRCs) in four regions to be selected in collaboration with the FC from an existing rating list of competition. LDK worked closely with the FC in setting-up these RRCs. In particular LDK assisted the FC with the preparation of the supply tender documents according to the provisions of the "Practical Guide to contract procedures for EC external actions" (tender value: 100,000 euros).
- to prepare the necessary supply tender documents according to the provisions of the "Practical Guide to contract procedures for EC external actions" for the procurement of IT equipment for the Ukrainian Initiative (tender value: 100,000 euros).
Description
The overall objective of the programme was to improve the performance of economic enterprises in the MTP participating countries. The project aimed at contributing to increase the stock of performing managers able to lead enterprises through difficult economic and social conditions and improve the performance of a number of local companies. In order to achieve objectives set out above, the project developed four components as listed below. The first one covered all the countries, while the second and third ones covered Russia and Ukraine only. The fourth component was intended for Russia only.
- Individual managers: to develop their managerial know-how, competence and personality, to broaden their view as regards management and its scope, to apply and disseminate the learning in their respective companies;
- Focus on companies: 40 enterprises (SMEs) from the Russian Federation and Ukraine benefited from an enterprise development programme that assisted managers to recognize that human resources is central to the firm and adapt to it;
- Capacity building for training providers: for a number of institutions, contribute to the quality of management training and their capacity to provide such training;
- Focus on enterprise enabling environment: capacity building for resource centers, regional commissions and authorities in selected regions in Russia.
The results for each of the components were:
- Individual managers: 809 managers participated in an internship, of which approximately 748 in Europe and 61 in European companies present in Russia and Ukraine.
- Focus on enterprises: Managers from 40 Ukrainian and Russian enterprises attended an additional training coherent with the development objectives of their enterprise, and they carried out a visit to peer enterprises illustrating the experience of a process of change.
- Capacity building for training providers: Training programmes and training material for the training of trainers and consultants were developed, delivered and assessed; the training institutions delivered 10 to 15 days training covering 5 topics for the managers of component 2; 5 training modules were developed based on the needs of the enterprises involved in component 2, delivered and assessed; 40 trainers from 20 Ukrainian and Russian training institutions trained to work with companies.
- Focus on enterprise enabling environment: 2 regional resource centers set up; training for 28 key personnel/managers of participating training organizations is organized and delivered locally and in the EU; training for two groups of officials (40 participants of regional commissions and authorities) is completed and evaluated.
