Type of Services
The services provided in the project focused on building up the CBC Regional Offices capacity to manage the implementation, and monitoring of NP projects, and provided professional skills to operate a Grant Scheme.
The tasks performed by the consultant included:
- identification of training needs of local/regional institutions involved in the implementation of the future programmes (including JSPF);
- on the job training for the Regional Office/Joint Technical Secretariat staff in developing activities and accomplishing their tasks such as:
- preparation of calls for proposals, guidelines for applicants and application forms;
- information and advice to potential project applicants in their native language through help-desks and info seminars/workshops;
- project evaluation and selection process;
- financial management, monitoring and control of the selected projects.
- public relations activities to promote cross border partnerships;
- participation in the selection and evaluation committees and drafting contract documents;
- development of a Manual for central and local authorities in order for them to improve their ability to plan, implement and evaluate the projects;
- organization and implementation of an awareness campaign (including help desks, workshops and training seminars) for JSPF grant schemes.
Description
CBC This project aimed to provide expertise to regional operational administrative organisations of Romania, legally established in April 2005. These organisations served the purpose of implementing the first 2004-2006 Neighbourhood Programme (NP) in the border regions between Romania and Serbia (then Serbia & Montenegro), Romania and Moldova, and Romania and Ukraine. The general objective was to assist operational administrative organisation staff acquire the necessary skills to manage all aspects of the NP start-up and to assist the Cross Border Cooperation (CBC) directorate (the contracting authority) and the NP administrative bodies in planning administrative and operational matters during the NP first year. Furthermore, it was expected that operational administrative organisation staff would acquire professional skills to operate the Joint Small Project Fund (JSPF), foreseen under the NP.The Consultant aimed to achieve:
- effective assistance to the PHARE CBC Contracting Authority in the planning, administration, financial control and monitoring of NP programmes;
- know-how transfer to the staff of the Regional Offices and the management structures (JCC and JSC) for the day-to-day decentralised operational management of NP activities;
- development of skills of the Regional Offices' staff, in order for them to effectively manage CBC programmes, including the dissemination of operational guidelines and procedures, publicity and promotional activities in the eligible areas;
- know-how transfer for identification, assessment and ranking of project proposals in the field of JHA / Border Management, Transport, Economic Development, Environment, etc;
- support the CBC directorate in tendering and contracting phases and participate in the Evaluation Committees;
- support to the CBC Directorate in the preparation of multi-annual joint programming documents for the NP;
- functional Website;
- management Information System (MIS).
