Type of Services
Provided services included:
- technical assistance and training on Partnership development - building of stable and effective coordination structures for regional development in view of EU accession and according to EU procedures and policies, including provision of support to regional stakeholders;
- technical assistance and training on Programming - development of the multi-annual operational character of the Regional Development Plan and PHARE programming in line with the Romanian RDP, including project preparation using PCM and Logical framework approach;
- technical assistance and training for the development of implementation and management systems, improvement of communication and operational partnerships;
- technical assistance for Human Resources Development within the RDA and important regional bodies, including needs analysis and training of staff;
- technical assistance for exchange of best practices and experiences between regions as well as sharing of instruments and resources.
Description
The twinning project operated in a climate of increasing EU pre-accession finding for regional development investment in Romania, and with a view to preparing the country\'s central and regional authorities for the overall management of EU interventions after accession. The project\'s specific objectives were:
- to develop the capacities of the Regional Development Agency (RDA) in the Romanian South East Region as a professional legitimate and sustainable institution, capable of leading the socioeconomic development process in the region, in line with the successful practices in member states;
- to build the capacity of the Regional Development Board and the RDA to work with national, county and local authorities and with other regional partners, including RDAs in other regions, in order to develop and deliver effective EU type regeneration programmes;
- to enhance the RDA\'s capacity to design and develop valid and mature investment programmes and projects in partnership with regional institutions;
- to strengthen the southeast RDA\'s operational capacity to be engaged in the implementation and monitoring of regional development investment programmes and projects in partnership with other national and regional institutions, including capacity building for monitoring and control in line with the EU provisions in candidate countries.
