Type of Services

The project established a PMU involved in the implementation of the following tasks:

  • identification of consulting requirements in the field of Public Administration Reform;
  • preparation of ToR addressing those requirements;
  • provision of training to local administration in order to become familiar with procurement practices and EU requirements in project management;
  • the subsequent procurement, evaluation and monitoring of project progress in accordance with EU provisions.

Description

Over the years, Lebanon has come to suffer from a weak institutional and legal framework. In fact, most of this was established some 40 years ago, and now no longer meets the requirements of a modern state. Recognizing this problem, the National Administrative Rehabilitation program (NARP) was formulated by the Lebanese Government in 1995, after three years of reconstruction and rehabilitation of the country's physical infrastructure. NARP was intended to ensure 'the revitalization of the civil service and the modernization of administrative and civil services structures and procedures'.

The Office of the Minister of State for Administrative Reform (OMSAR) was given the task to mobilise resources for implementing NARP and to take on the responsibility for its overall programming, budgeting and co-ordination. Through the ARLA project (Assistance to the Rehabilitation of the Lebanese Administration), the European Union (EU) supported this administrative modernisation process in Lebanon, by assisting OMSAR turn the Lebanese public administration into a dynamic and efficient one, responsive to citizen needs within a framework of a dynamic economy and in partnership with private sector and civil society.

The Programme Monitoring Consultancy (PMC), component was the first activity to start within the ARLA framework. Over the following 3 years, the PMC has been assisting in strengthening the aforementioned functions of OMSAR and selected core administrative agencies. In addition, the PMC provided support to OMSAR in the programming and monitoring of "Management Support Consultancies" (MSCs), involving technical assistance to other public institutions and ministries in their basic management and planning functions.
