Type of Services

The consultant is involved in the following activities, per phase of the project:
Activities during Phase 1:

  • Critical review of the institutional design of the Horizon 2020 de-pollution initiative and suggestions for improvement;
  • Revised long-list of locations, hot spots and potential projects with high significance for pollution of the Mediterranean including close consideration of the polluting nature of the projects and other pollution sources;
  • Update and consolidation of the MeHSIP pipeline based on objective and transparent criteria for project prioritization (in terms of impact, maturity, rationale, visibility, stakeholder commitment, promoter capacity, etc): a current overview of key project information, the state of preparation and funding of a core pipeline of projects;
  • Selection of 10-15 projects for further project preparation and recommendation of the first and second wave of projects for implementation and selection of 5 projects for further project preparation in Phase 2;
  • Overview of key country-sector issues affecting projects;
  • Overview and greater awareness of suitable means of accessing funding for project preparation and implementation among national and international stakeholders, including dissemination of IFI rules on environment, and procurement;
  • Definition of project organisation and linkages with related process, including location of offices in the region;
  • Project preparation activities (primarily preparation of ToR for further consultancy and project management work) on 3 projects;
  • Set-up and delivery of secretariat support to Horizon 2020 De-pollution subgroup;
  • Development of a web-based information sharing platform for stakeholders.

During Phase 2 of the project, following activities will take place:

  • 10 or more (two waves of at least 5) sound projects obtaining financing, of high significance for de-pollution of the Mediterranean Sea, with a geographical spread among the Southern Mediterranean countries;
  • High value-added intervention in project concepts, design, procurement and implementation;
  • Regularly updated detailed implementation plans for priority projects (extended short list/pipeline);
  • Successfully running project implementation units or dedicated teams in promoter organisations;
  • Effective contribution to achieving greater coordination among stakeholders at country-sector level and in project preparation and design as well as greater co-financing among IFIs and BFIs;
  • Know-how transfer in project implementation to the national authorities and promoters the region, including the Horizon 2020 network;
  • Integration of climate change issues into individual project plans, both energy efficiency and adaptation to potential impacts, and know-how transfer and increased awareness of promoters in the region to the benefits (including financial benefits) of taking these issues into account early;
  • High level of local population involvement in consultations on projects, and increased awareness of promoters and authorities of the benefits of doing this consultation early in project preparation;
  • Fully functional web based information sharing platform for project information status for the project pipeline that should be regularly updated;
  • Continued overview and awareness of suitable means of accessing funding for project preparation and implementation among national and international stakeholders.

 

Description

The Mediterranean environment is recognised as one of the richest and at the same time most vulnerable in the world. The region is predominantly arid and suffering the stress of demographic pressures and pollution, which has a severe impact on the Mediterranean Sea. Its marine and coastal environments are exposed to a combination of pressures with 80 % of pollution originating from land based sources.

The EIB, with the help of the FEMIP carried out the MeHSIP 2007 study to assess the potential of a pipeline of pollution prevention investments addressing pollution Hot Spots in the ENP countries and the need for a Mediterranean Hot Spot investment programme (MeHSIP). The focus of the study has been on pollution prevention projects to reduce the most significant sources of pollution (Hot Spots), namely in the sectors of: industrial emissions, municipal waste and urban waste water, which are responsible for up to 80% of Mediterranean Sea pollution. MeHSIP. As a result, a prioritized list of 44 projects appeared to be potentially suitable for financing, subject to further investigation. The related estimated total investment volume of the 44 projects amounts to approximately 2.1 Billion Euros.

The objective of this study is to develop a consolidated pipeline of projects, with wide geographical and sectoral spread, in the fields of industrial de-pollution, waste water and solid waste management under MeHSIP by building on and strengthening existing research, preparation and forms of cooperation.
The overall objectives of the MeHSIP-PPIF are:

  • To contribute towards achieving the Horizon 2020 goal of de-polluting the Mediterranean Sea by the year 2020;
  • To identify and prepare high priority, sustainable investment projects which will make a significant contribution to de-pollution of the Mediterranean and have a demonstration effect in target sectors;
  • To promote adequate and sound industrial waste management, urban water & waste water management and solid waste management in the South Mediterranean region.

The MeHSIP-PPIF shall be instrumental in both the preparation and assistance with implementation of targeted investments as well as support the cooperation among funding agencies, specifically within the context of the Horizon 2020 organisation in the Mediterranean region.

The assignment will be carried out in 2 phases. Phase 1 will focus on updating the MeHSIP project list, reviewing the institutional design and identifying 10 -15 projects over a broad geographic region, from which a first and second wave of 5 projects will be determined. A first wave of at least 5 demonstration projects for EIB finance (including at least one solid waste, one industrial waste and one water project) will be selected.

Phase 2 will involve actions to follow the detailed implementation plans for these priority projects and supporting promoters to prepare and launch up to 5 of these projects, assisting with implementation of them, including solutions for institutional and sector problems, including climate change risks, impacting on the success of the projects. Phase 1 will identify a shortlist of suitable projects for finance and facilitate information sharing and collaboration amongst stakeholders , whereas Phase 2 will support the development of short listed projects to form a model approach for later work.
