Type of Services

Services provide by LDK included:
- reporting pollutants monitored in the transboundary areas of North Macedonia, as well as description of the monitoring network;
- reference of the North Macedonia environmental strategy in the frame of the National Environmental Action Plan II (NEAP II);
- preparation of catalogues of current environmental legislation regarding air and water quality, as well as solid waste and wastewater management;
- preparation of the catalogue of current bilateral cooperation and agreements between North Macedonia and Greece;
- preparation of the catalogue of international conventions signed by North Macedonia related to environment and the protection of nature;
- proposals for adaptation of environmental legislation and analysis of impacts;
- structure and development of the database.

Description

The project was focused in studying the existing legislative framework (harmonization with Acquis Communitaire, progress within the Stabilization and Association Agreement between North Macedonia and EU), and the formulation of common educational and training programmes, between Greece and North Macedonia. Its purpose was to depict the environmental situation existing in the transboundary area between Greece and North Macedonia, which is due to significant environmental pressures (industrial activities, discharge of wastewater in the main surface bodies, acute air pollution). Due to the transboundary characteristic of pollution, the project also investigated the Greed territories of interest (Region of Central Makedonia). The basic actions necessary to investigate in order to implement an Action Plan were defined as being the following:
- the enhancement of institutional issues;
- the provision of support the institutional entities;
- the formulation of legislation taking into account international conventions and treaties;
- the improvement of air quality;
- the reduction of water pollution;
- the effective solid and hazardous waste management;
- the management of agricultural land and forest areas;
- the conservation of biodiversity.
The basic methodological components for implementing this project were:
- to report on the environmental existing situation in the transboundary area;
- to propose adaptations of environmental legislation and analysis of impacts.
The project deliverables were a list of all pollutants entered in database and GIS system, being recorded and monitored in the transboundary area of North Macedonia, as well as the legal legislative framework and its limitations and constrains.
