Provided services included:
- the review of strategies vision and direction for Water Department – MESP;
- the review of legal obligations of MESP relating to water resources management;
- the review of current and future activity of the Ministry of Environment and Spatial Planning, especially on water sector and river basin issues;
- the process of interviews with senior staff and stakeholders (MESP and municipalities) to establish current plans, programmes and interfaces;
- the identification of institutional strengthening requirements;
- the identification of potential overlaps in donor programmes;
- the assessment of needs on improvement of environmental conditions, legal procedures and laws within municipalities;
- the establishment of policy development programmes in the fields of water sector and environment, with a view to ensure compatibility and harmonisation with relevant EU policies and standards;
- the coordination with the European Agency for Reconstruction project;
- the promotion of further institutional development to the MESP;
- the identification of resources required to implement project
Description
The project referred to the provision of technical assistance on preparation of ToR for Institutional Support to Ministry of Environment and Spatial Planning & River Basin Authorities and Institutional Support to Municipalities in Kosovo. The global objectives of this assignment were to ensure that the Ministry of Environment and Spatial Planning has sufficient institutional capacity and skills to enable it to carry out its legally defined functions effectively and efficiently. Institutional capacity includes structural and procedural matter as well as technical skills.
The specific objectives were:
(a) the institutional strengthening of the water department of Ministry of Environment and Spatial Planning, particularly in respect of water resources management and Development of River Basin Authorities;
and (b) the sustainable improvement of environmental conditions in municipalities through implementation of environmental law, environmental standards and EU regulations. Support for the establishment of sustainable legal procedures and implementation of legislative programme was also provided.
