Services provided included:
- assessment of the current situation including the elaboration of adequate sampling and analysis at certain points at the refinery;
- preparation of any preliminary design and expected costs of works and discussion with stakeholders;
- assessment of the structural condition of the desalination components in order to be reused, if possible, and definition of which desalting technology best fits the needs of the refinery;
- preparation of an accurate design of the desalination unit, and definition of delivery schedule;
- provision of a preliminary design for the upgrade of the entire WWT system;
- elaboration of adequate sampling and analysis to assess the quality of the waste to be disposed of at the storage area, as well as elaboration of excavations in order to assess the soils and their potential contamination;
- definition of which disposal solution best fits the needs of the refinery, comparing the Best Available Technologies on the market and proposing cost- effective solutions and taking into account the toxicity nature of disposed waste;
- preparation of detailed design of the waste storage area, which accepts solid, industrial and hazardous waste;
- preparation of tender documents according to FIDIC.
Description
The project\'s objective was to prepare an approved final tender dossier for certain parts of the refinery. This project was a continuation of a World Bank audit and addressed the following aspects:
- the unacceptable level of oil discharge in the Gjanica River, that affects human health by contamination of drinking water, the local aqueous environment and the Adriatic Sea;
- the level of pollution caused by the Ballsh Refinery regarding waste disposal (sediments of oil, oily sludge, slags) and toxic air pollutants.
The assignment of the consultant was to:
- provide a realistic assessment of the current situation at the refinery regarding the pollution status as related to the level of technology and management in the plant;
- identify the real needs in terms of capital investment in order to reduce the environmental pollution and associated health hazards in the area;
- propose the best options on pollution reduction which are financially and technically viable for the desalination unit, the waste water treatment plant and the storage area where solid, industrial and hazardous waste is disposed of;
- prepare the respective tender dossier according to the Practical Guide (FIDIC Conditions of Contract: Red and Yellow Book).
