Type of Services

Within the framework of this project, following activities took place:
1. Development of a central system for data registration and management.
This component included following actions:
- organisation of the records of the competent department of the Ministry of Environment with regard to EIA studies of industrial and other related activities that have been submitted to the department, as well as their corresponding approvals of environmental terms;
- establishment of a data base for the approvals of environmental terms (of activities included in Annex I of Directive 96/61/EC);
- data entry of the above collected information;
- development of procedures for exchange of information and records between the central authority and the regional and prefecture authorities;
- drafting institutional and legal regulations (laws, joint ministerial decisions, etc);
- cover the country's reporting obligations towards EU and other international organisations;
- supply, installation and operation of the necessary equipment for the development of the central registration and management system;
- training the Ministry's competent department personnel, as well as those in the prefecture and regional authorities of how to use and operate the central system.
2. Development of procedures and tools in the frame of EPER Decision.
This phase included following actions:
- collection, assessment and verification of data necessary to be included in the reports for the year 2003;
- elaborate the report for the year 2003;
- preparatory procedures for the report of the year 2006 according to the EPER Decision and the UNECE PRTR protocol;
- establishment of supportive tools for carrying out, recording, checking, assessing and verifying the data fore the year 2003;
- informative actions regarding the reporting of pollutants, according to the EPER Decision.
3. Follow up the developments of implementation of Directive 96/61/EC.
This phase included the following:
- follow up the activities of Working Groups for BREFs (including their revision) at the IPPC Bureau in Seville and elaboration of relative reports;
- establishment of the necessary legislative reforms for the implementation of Directive 96/61/EC;
- dissemination actions for the developments of Directive 96/61/EC;
4. Actions regarding pollution from VOCs.
This phase included following actions:
- legislative reforms for the implementation of Directive 99/13/EC on the limitation of emissions of volatile organic compounds due to the use of organic solvents in certain activities and installations ;
- data reporting for mobile sources and service stations, as well as storage terminals
– assessment of their compliance to the Directive 94/63/EC on the control of volatile organic compound (VOC) emissions resulting from the storage of petrol and its distribution from terminals to service stations.

 

Description

This project aimed to the development of a support software tool which:
- facilitates the registration and reporting of environmental data of industrial and other relevant activities;
- records, assesses and deals with the pollution arising from stationary sources, as well as mobile ones;
The scope is to cover the obligations of Greece in respect to the EU legislation, namely Directive 96/61/EC (IPPC), Decision 2000/479/EC (EPER) and Directives 99/13/EC and 94/653/EC regarding pollution from VOCs, as well Directive 90/313/EU on the freedom of access to information for the environment.
The project was divided in 4 sub-projects, these being:
1. Development of a central system for data registration and management;
2. Development of procedures and tools in the frame of EPER Decision;
3. Follow up the developments of implementation of Directive 96/61/EC;
4. Actions regarding pollution from VOCs.
