Services included the participation and assistance, as independent observers, in the tender evaluations for the services and supply procurement of the two above-mentioned projects. More specifically experts provided for the following:
- assessment of all offers and independent evaluation;
- report on the evaluation process and outcome;
- report on all irregularities and suspected breach of the evaluation rules set out in the Practical Guide manual.
Description
The main objective of the project LYS28-SSTA-RO-DELROM (ROLys28_1021217) was to assist the tender evaluation process for the following projects, so as process transparency and application of EU PHARE rules was ensured:
1. RO 0003.02.02.01 - Tur River Environmental Protection: Monitoring Component (procurement of water environment monitoring equipment);
2. RO 0002.02.02.01 - Ecologisation of the Danube River & Transport Facility (procurement of: a DEPOL boat and related shore facilities, environment monitoring equipment for the Water Management Systems (WMS), and biological monitoring equipment for WMS.
The services provided were in full compliance with the Practical Guide to PHARE / ISPA / SAPARD contract procedures, with all the rules of confidentiality and impartiality of the tender process.
