Description

The project involved the development of an integrated solid waste management scheme for the Municipality of Kerkira (Corfu) with an equivalent population of 121,450. The total budget of the project amounted 4,638,000 Euro, including 4,400,000 Euro for works and construction and 238,000 Euro for services.

The project was implemented in two phases, following Greek and EU waste management legislative requirements, and in accordance in FIDIC Conditions of Contract. Specifically,
Phase A of the project (1999-2000) consisted mainly of the following activities:

  • assessment of baseline conditions;
  • review of EU and Greek legislative framework;
  • inventory of the existing solid waste management;
  • review and evaluation of best available waste management systems for the area under study (three management areas: municipality of Kerkira, central Corfu and Corfu island in total), including their economic feasibility;
  • preparation of a feasibility study delineating the solid waste management framework. In this study a number of alternative waste management scenarios were established, investigated and evaluated for the management of the waste of the greater area of the Municipality of Kerkira and Central Corfu, with a time horizon of 20 and 40 years;
  • design and implementation of a waste sampling campaign over a 7-month period, in order to cover both the summer tourist season and the winter season and preparation of corresponding reports.

Phase B of the project (2001-2003) included the following activities:

  • preliminary engineering design of the waste recovery system (MRF and Composting Plant), taking a time horizon of 20 years (capacity: 140.3 tn/d municipal waste, 28.7 tn/d green waste, 3.33 tn/d sewage sludge), including cost estimates and adequate drawings
  • site study for the above facilities, including hydrogeological, hydrological, geological and topographic assessment of site conditions;Environmental Impact Assessment (EIA) study for the above facilities;
  • preparation of technical specifications and Tender Documents for the above facilities, including preparation of Cohesion Fund application forms for the waste management facilities;
  • preparation of a preliminary study for the closure and rehabilitation of the existing uncontrolled waste disposal site of the municipality;
  • development of dedicated routing software for the municipality\'s waste collection vehicle fleet, with the objective of minimisation of the operational cost of the Municipal Cleaning Service, focusing on the optimisation of the vehicle routes and human resources as well as the increase of the municipal services' efficiency and efficacy.
