Stakeholder engagement plan and consultations

Description

In February 2013, the Ministry of Environment (MoE), Ministry of Interior and Municipalities (MoIM) and the Council for Development and Reconstruction (CDR) have established a draft Integrated Solid Waste Management Plan (ISWMP) based on the earlier strategies of 2006 and 2010 as well as on the Ramboll study – Phase 1 dated 30/4/2012, for the adoption of Waste-to-Energy (WtE) concepts through the establishment of incinerators based on energy recovery in major coastal cities. The proposed Solid Waste Strategy (SWS) consist of a combination of sorting, composting, WtE incinerators and land filling facilities. In March 2014, the Council of Ministers (COM) has appointed a Ministerial Committee to review the ISWMP and establish a Road Map for the implementation of needed actions. The Ministerial Committee has completed the Road Map which was submitted to the COM in May 2014 for approval.

This Ministerial committee has also recommended to undertake a Strategic Environmental Assessment (SEA) for the WtE operations, given the national debate currently underway regarding the socio-economic as well as environmental considerations of the component related to the establishment of the WtE incinerators of the ISWMP. The main issues raised by the local groups regarding the WtE component of the ISWMP are related to the lack of identification of other WtE options as part of the SWS.

In order to respond to the national debate regarding the adequacy of the draft ISWMP and ensure potential improvements of the ISWMP, MoE is requesting to conduct a SEA for the WtE component of the SWS based on the SEA Decree 8213/2012.

The main objective of the SEA is to focus on the WtE component of the SWS and conduct a systematic assessment of the environmental consequences of this component of the strategy as well as its economic and social considerations. An important part of the SEA should assess alternative WtE

options in Lebanon such as RDF and biogas and provide a technical, financial as well as environmental comparison with the identified WtE option selected within the current SWS. The SEA will also analyze the technical, financial and environmental considerations related to the other SWM approaches identified in the strategy including sorting, composting and landfilling.

Moreover, in light of the issuance of Council of Ministers (COM) Decision 46 of 31/10/2014 for SWM in Lebanon, MoE was requested to respond to the latest developments in SWM, a rapid assessment of the different possible solid waste treatment technologies, with view to compare them and recommend the most effective, efficient, affordable, environmentally and socially sound system for Solid Waste Management (SWM) in Lebanon.
