Technical assistance for providing Information services aiming to bring to the Turkish Cypriot community closer to the European Union  through running an EU Infopoint in the northern part of Nicosia, Cyprus

Type of Services

The services to be provided include:

1) Preparing and implementing a Communication Strategy

  • Provide a Communication Strategy and review it annually.

2) Running of the EU Infopoint public space

  • Welcoming visitors, advising them on EU issues/topics and providing them with the requested information. This task will also include answering questions raised by the community by phone, by email or through other channels (e.g. social media, etc.);
  • Producing and disseminating brochures and information material available at the EU Infopoint, including online databases;
  • Purchasing and displaying the newspapers (available for the public) and making sure that all relevant literature and publications are purchased on a regular basis;
  • Proactively displaying material on the European Union and its policies and activities at the public space and available TV's;
  • Smooth running of EU Infopoint PC's (3) available for use to visitors;
  • Preparing interesting information tools and presentations on a number of EU topics;
  • Hosting family-orientated activities and quizzes for children/youth;
  • Hosting events related to thematic days and weeks;
  • Organising public debates, lectures, conferences, cultural events, film screenings, exhibitions, press conferences, seminars etc., both at the EU Infopoint and outside.

3) Web-based information activities

  • Prepare and upload all texts, databases, tables, graphs, applets, images (video and photo) and sounds, ensuring that coherence of all elements present in the page, both between them and with the pattern of Internet pages promoted by the EU institutions in general;
  • Provide information about the EU assistance programme implementation as well as funding opportunities such as calls for proposals;
  • Propose useful links such as to the European Commission, European Commission - DG Enlargement, the European Commission Representation in Cyprus, etc.
  • Check for consistency and expiration of deadline of uploaded data;
  • Ensure media-like coverage of events/activities organised by the Task Force Turkish Cypriot community in Cyprus as well as public events in which EU officials are invited

4) Event management and visibility campaigns

  • proactively organise and implement visibility events, seminars, conferences, workshops, public debates, film screenings etc. targeted at specific audiences e.g. young people, NGOs, professional groups, private sector, etc. on EU related themes;
  • support event management from advice, design, concept, organisation and follow up (e.g. press conferences, trainings, seminars, round table discussions and workshops), list of participants/speakers, moderator (if necessary), logistics, provision of high-quality simultaneous or consecutive interpretation; catering, invitations, publicity, promotion, provision of photo and video records, full production (including design) of corresponding publications such as leaflet/flyer or posters, etc;
  • Organise three (3) events per month gathering on average 50 participants should be held in Nicosia and 1 event per month gathering on average 30 participants should be organised outside of Nicosia;
  • Organise at least two contests per year revolving around an EU theme for either the general public or some targeted group;
  • organise a number of well-developed information campaigns (on average 3 per year) to inform the Turkish Cypriot community and promote their participation in the EU funded calls for proposals.

5) Information products

  • Design, prepare, produce and disseminate information and promotional materials such as publications, brochures, audio-visual materials, EU branded promotional material, etc.

6) Social Media

  • Elaborate a strategy for communicating the EU policies and information about EU projects in the northern part of Cyprus through social media to further generate dialogue and a forum of discussion on the EU and the EU Aid Programme in the northern part of Cyprus.

7) Media relations

  • Support media and press relations through the organisation of press events such as press conference, media briefings as well as to provide weekly reports and press clips about the EU and the Aid programme in the press.

Description

The overall objective of the project is to bring the Turkish Cypriot community closer to the European Union (EU) and contribute to facilitate efforts regarding a settlement of the Cyprus problem leading to the reunification of the island.

The purpose of this contract is to improve the public knowledge, awareness and understanding of the European Union, its values, policies and programmes within the Turkish Cypriot community by providing information on the European Union's policies through the running of an information centre (EU Infopoint) in the northern part of Nicosia.

Results to be achieved through this project:

  • An efficient and visible EU Infopoint is established in the northern part of Nicosia, proven by number of visitors and level of visitor satisfaction, regularly surveyed;
  • The target audience is pro-actively informed about EU policies and actions regarding Cyprus and the Turkish Cypriot community, including the implementation of the EU aid programme for the Turkish Cypriot community as well as funding opportunities;
  • Up to date information on the EU political and legal order is provided through the dissemination of brochures, and promotional material including by e-mail and other electronic media, as well as through the organisation and implementation of promotional events, cultural events, seminars, conferences, and workshops contributing to an improved image and awareness of the EU in the local media and in general within the Turkish Cypriot community measured in visitor satisfaction surveys and opinion studies;
  • Public debate about EU policies and values is stimulated among the Turkish Cypriot community proven by press clippings and other reports;
  • A dynamic and dedicated website publicising the activities of the EU Infopoint and promoting the EU, as well as funding opportunities under the EU aid programme for the Turkish Cypriot community receives at least 500 single visitors per month proven by web counter online surveys;
  • A social media presence should be established highlighting the work of the EU in the northern part of Cyprus, as well as fostering debate within the Turkish Cypriot community about the EU and its policies. The social media presence will be measured through the number of "likes" and shares on the Facebook page and posts as well as the number of invites to events as well as number of positive responses (people attending the events), and regular updates of status and photos on the Facebook page, as well as the number of followers and re-tweets on the Infopoint twitter page. Social media does not exclusively have to be limited to Facebook, other platforms can and should also be envisaged.
