Type of Services

LDK has signed an agreement covering the following Lots of this Framework contract:
o    Lot 1 Power generation, transmission and Distribution
o    Lot 2:Oil and Gas
o    Lot 4: Renewable Energy
o    Lot 5: Energy Efficiency
o    Lot 6 Horizontal areas of the energy sector

Until April 2015 2 assignments have been awarded namely:

  • Power Rehabilitation Project Bulgaria (2014) (Lot 1 & Lot 6). Aim: to assist the Bank in taking an informed decision and thereby grant (or not) its consent on the unbundling of ESO from NEK in relation to the capacity of the former to undertake all relevant contractual obligations of NEK and its ability to generate sufficient cash flows to ensure debt service.
  • Energy Efficiency Project identification in the towns of Brasov and Galati in Romania (2015) (Lot 5). Aim:  To assist the Bank in taking an informed decision and thereby proceed with financing to projects on the rehabilitation of the district heating systems in two Romanian cities, Brasov and Galati, covering investments that may extend to both heat generation, distribution as well as buildings energy efficiency measures.

Description

To assist the Projects Directorate, in particular the Energy Department, in technical, economic, financial, procurement, environmental and social appraisal of energy projects, in line with the Bank’s project appraisal cycle, project preparation and implementation support to promoters including management of major technical assistance programmes, and monitoring of projects.

Typically, rapid interventions are required, of a short term nature and concerning one or more areas of expertise. Specific tasks of an assignment under the framework agreement comprise:

  • Advise on the range of technically feasible options using experience of technical solutions
  • Assist with scoping, costing, and comparing options in a consistent and objective manner;
  • Advise on technical and engineering aspects of projects, including project costs, technical options, and the selected technology;
  • Review technical designs and cost estimates to give opinions;
  • Carry out environmental and social impact assessments;
  • Analyse economic costs, benefits and feasibility of investments and advise on least-cost solutions where appropriate;
  • Advise on the completeness and compliance of EIAs and other studies including public consultations;
  • Advise on the interpretation of EC Directives and national legislation, this may impact a project structure or component;
  • Advise on procurement strategy and planning, including advice on procurement arrangements for compatibility with EU procurement rules;
  • Advise on tariff design and market regulation;
  • Advise on energy sector policy and strategy.

The Framework applies in the following areas/countries :
EU, Turkey, Western Balkans (Croatia (now an EU member), Serbia, Bosnia & Herzegovina, Montenegro, Kosovo, North Macedonia, Albania), Russia & Eastern neighbours (Ukraine, Moldova, Belarus, Georgia, Armenia and Azerbaijan), FEMIP (Algeria, Egypt, Gaza/West Bank, Israel, Jordan, Lebanon, Morocco, Syria, and Tunisia), ACP , ALA (Asean countries and Latin America), South Africa
