Development of Energy Planning Capacity, Serbia

Type of Services

  • Establishment of a Working Group comprising members from MoME and all Serbian Energy Companies with well established duties including:
  • Provision of energy sector data for all project activities
  • Analysis and approval of the project results

  • Design of the first complex and detailed energy planning model, the Serbian Energy Modelling System (SEMS):
  • Represenation of all the available energy demand and supply technologies and pollution abatement technologies.
  • Development of a tool in the form of web application that has be to programmed for forecasting, scenario development and policy impact analysis in accordance with the Serbian energy structure and practice and in line with the EU Energy Acquis.
  • Development of energy planning scenarios and projections to support MoME towards its strategic energy planning responsibilities, as well as towards its upcoming obligations for the preparation of an Integrated National Energy and Climate Plan (INECP):
  • Simulation of a solution for energy supply and demand in Serbia and development of different energy scenarios and projections up to 2030 and 2050 for different base years and various policy instruments and other data to evaluate those implications.
  • Analysis of the results of the scenarios including comparison with the relevant national energy strategy and other strategic documents and actions plans in the field of renewables and energy efficiency
  • Training on energy policy, planning, model usage and scenario building;
  • Design and delivery of capacity building activities (theory and hands-on training) aiming at enhancing MoME’s and Serbian Energy Companies’ capacities in several aspects of energy planning (usage of the energy system model, scenario building, simulation and evaluation of results)
  • Training on Cost Benefit Analysis (CBA) and project prioritization process;
  • Design and delivery of capacity building activities (theory and hands-on training) providing background knowledge on CBA and how it is used along with proper methodological instruments for project prioritization in the context of energy strategy and planning
  • Preparation of a CBA tool for project assessment and prioritization;
  • Development of a customized excel tool for the financial and socio-economic evaluation of investment projects that will be used to support energy planning purposes.
  •  Preparation of a list of prioritized key infrastructure projects for the energy sector of Serbia;
  • Developmet of a customized methodology (including CBA and multicriteria analysis based on EU methodological guidelines) for the preparation of the list of Serbian priority projects in the field of energy and the project ranking in accordance with Serbian strategic priorities.
  • Preparation of the first Annual Report of Serbia’s Energy Strategy and Programme Implementation adressing achieved results, estimated effects, proposal of measures for efficient implementation and estimated needs for adjustment of the Energy Strategy and Programme:
  • Preparation of Guidance comprising recommendations, instructions and methodology on how to monitor the implementation of the Energy Strategy and the Programme anually and to draft the Annual Report as per Energy Law provisions.
  • Wide collection and validation of statistical and qualitative energy data provided by MoME and the key Serbian Energy Companies and Organisations:
  • Development of an Energy Policy Monitoring Tool for tracking of the collected Energy Strategy and Programme Implementation monitoring data.

Description

The overall objective of the project was to support Serbia in reforming its Energy Policy by meeting the EU Acquis and the upcoming obligations for the preparation of an Integrated National Energy and Climate Plan (INECP) through enhanced strategic planning. The project assisted the Ministry of Energy and Mining (MoME) in charge of energy policy to develop capacity in the field of energy planning and support implementation of the Energy Law.

The project included the design of an energy planning software tool on the basis of software tools which are used by the EU Comission. The tool was used for complex energy analysis and for simulating different scenarios and projections of Serbian energy sector development. The tool also served as an energy policy market analysis tool including the relationships between energy policy and technology assessment.

Capacity building activities on two major thematic areas were held as follows:

  • Area A – Energy policy, planning, model usage and scenario building
  • Area B - Cost Benefit Analysis and project prioritization process in the context of energy planning

The project also dealt with the preparation of a prioritized list of key infrastructure projects for the energy sector of Serbia, as well as with the preparation of the first Annual Report concerning the monitoring of Serbia’s Energy Strategy and Programme Implementation in accordance with the Energy Law.

3 main results were achieved through the project:

  • Result 1: Improved capacities for energy planning within MoME and Serbian Energy Companies through the development of a tool for system modelling and energy projections.
  • Result 2: Improved capacities of MoME and the Serbian Energy Companies for the preparation of relevant documents for energy planning, through realized trainings and through the preparation of relevant Reports.
  • Result 3: Improved capacities of MoME and the Serbian Energy Companies for the monitoring of energy policy, through the development of relevant strategic documents.
