Technical Assistance to the Energy Agency of the Republic of Serbia (AERS) – Approximation of National Regulatory Authority tasks to the Third Energy Package, Serbia

Type of Services

LDK will provide the following services per project component:

  • Component 1: Approximation of AERS tasks to the new EU energy acquis:
  • Assessment and upgrading AERS regulatory framework for quality of service
  • Assessment of the needs for price regulation in certain electricity market segments
  • Formulation of criteria for abolishing the supplier of last resort in the electricity sector
  • Development of tools for assessing plans for smart meter roll-out
  • Proposition of amendments to the connection charges methodology
  • Examination of TSO certification issues
  • Preparation of regulatory instructions and guidelines (RIGs) for drafting TSO and DSO compliance programmes
  • Analysis of Third Party Access (TPA) exemptions and contracts

 

  • Component 2: Developing regulatory mechanisms supporting network investments
  • Estimation of the Value of Lost Load
  • Preparation of RIGs for drafting and submission of network development plans, formulation of AERS internal procedures for plans approval and implementation monitoring
  • Elaboration of proposals on regulatory investment incentives for electricity and  gas projects
  • Preparation of RIGs for Cross border cost allocation requests
  • Assessment of unit costs (according to TEN-E Regulation)

 

  • Component 3: Developing regulatory monitoring mechanisms
  • Review of current monitoring activities of AERS
  • Development of mechanisms for upgrading the market monitoring in AERS

 

  • Component 4: Training
  • Training need analysis and development of training plans
  • Implementation and delivery of capacity building and training activities

Description

The overall objective of this project is to contribute to alignment of policy enforcement, monitoring and harmonisation of the Serbian legislation with the EU Energy Acquis. More specifically, the project aims to ensure that the regulatory policies, mechanisms and operational practices will be implemented in compliance with the best regulatory practice and applicable provisions of the Energy Community Law comprising 3rd Package of EU Internal Energy Market legislation, Infrastructure Package and applicable Network Codes. 5 main results are envisaged to be achieved:

  • Result 1: Developed regulatory instruments required for discharging NRA tasks as per the applicable EU Acquis
  • Result 2: Developed regulatory mechanisms supporting investment in electricity and natural gas networks
  • Result 3: Upgraded market monitoring and enforcement function
  • Result 4: Trained staff for discharging new regulatory tasks
  • Result 5: Inputs for programming development of the integrated information system of AERS
