- Review current situation of PPCR and provision of strategy advice for the development of biomass projects in Greece;
- Assess the suitability of the site to accommodate the new plant and interconnection facilities (including for fuel supply, evacuation of electricity and heat and necessary connections
- Review the legal and regulatory issues for the construction and operation of the new plant (governing bodies, permitting and authorisations, applicable grid codes and operation practices, tariffs, general and environmental regulations).
- Detailed solid biomass resource assessment analysis covering all possible fuel sources of the region as well as viable imports from neighbouring countries Including detailed review and analysis of the necessary fuel supply arrangements, including supply contracts, the technical specifications of the various fuel qualities, as well as the potential risks associated with the current and forecasted operations of the fuel supplier and an assessment of possible alternative fuel supply sources and arrangements
Description
The purpose of this assignment was to perform a technical review and assess viability of a proposed biomass CHP plant of 25 MWe capacity in Amyntaio, Northern Greece, to be connected to an existing DH network.
The specific objectives were to:
- provide corporate strategy advice in respect of the PPC plans and strategies to develop biomass projects in Greece, including for smaller plants 1 - 10 MW using various waste to energy technologies such as biogas;
- review and advise on the current plans of PPC for the Project implementation, including the possible cooperation with a strategic partner, permitting and regulatory framework, proposed site and existing infrastructure;
- perform a regional biomass resource assessment and the necessary fuel supply arrangements, including in particular, the origin and sustainability of the forestry biomass, wood waste, agricultural waste and energy crops plans;
- provide best practices advice of stakeholders (local community and local producers) engagement for the biomass supply chain;
- review and advise on the technical characteristics of the plant, including size, technology, configuration and operational modes and parameters taking into account the current load profiles and forecasts of the District Heating (DH) network that the plant will have to satisfy;
- perform preliminary feasibility analysis for the Project.
