Type of Services

LDK will provide the following services:

  • Carrying out review on existing national RES legislative framework including Electricity Law, RES Law, materials referred to RES licensing procedure, Grid connection notices, RES tariffs as well as plans for the national electricity market reform
  • Elaboration of a gap analysis on technical and regulatory issues pertinent to the launch of a competitive auction scheme such us technical and environmental requirements, grid connection, balancing responsibility, penalties on underperformance. In addition, LDK provided recommendations on relevant secondary to be prepared to facilitate the launch of competitive RES auctions
  • Petrification on the development of the tender package for wind and PV auctions providing input on technical, environmental and regulatory matters
  • Advice the Moldovan authorities on the topic of balancing responsibility for RES producers: a)conditions under which RES producers should be required to undertake balancing responsibilities, b) The criteria for establishing that intraday electricity markets are liquid and are readily accessible to RES producers, c)Possible mechanisms and procedures for forecasting RES production at the support counterparty/offtaker level, including the assessment of each producer’s forecast, d)Possible mechanisms and procedures for splitting balancing costs among eligible producers
  • Preparation of technical specifications for wind and PV projects as well as requirements for the EPC and O&M contracts to be signed between the investors and the contractors
  • Advise the Moldovan authorities on whether tenders involving other RE technologies (specifically, solar PV) should be launched during 2019 by a technical point of view
  • Assistance to the Moldovan authorities from a technical point of view in the development a feasible schedule for the tenders expected to take place until 2020, the first round being planned for 2019
  • Provision of support to the Moldovan authorities in the consultation phase of the competitive procurement process

Description

The key objectives of this assignment are to:

Review the relevant existing legislation and regulations and, where necessary, recommend appropriate amendments that ensure the successful deployment of a competitive procurement scheme for supporting renewable energy in Moldova;

  1. Develop, or review and amend where available, and prepare the final version of all the tender related documentation (including the PPA) required for the deployment of a competitive procurement scheme for onshore wind-based projects, i.e., the Request for Proposals documentation (“the RFP”). In conducting this assignment the Consultant should account for the existing legal and regulatory framework, sectoral strategies, and market context and focus on, but not be limited to, the following aspects:
  2. The institutional, regulatory and financing arrangements for the entity that will be the counterparty for the support contract with renewable energy producers selected in the competitive bidding process;     
  3. The eligibility criteria as well as other aspects that ensure the technical, financial and legal capacity and credibility of the bidders to deliver;
  4. Advise the Moldovan authorities on whether tenders involving other RE technologies (specifically, solar PV) should be launched during 2019 or, alternatively, at some specific later date
  5. Adapt the RFP developed for onshore wind-based projects for tenders involving solar PV projects and prepare the final version of all the tender related documentation (including the PPA);;    
  6. Assist the Moldovan authorities in developing a feasible schedule for the renewable energy tenders that are expected to take place until 2020, with the first round being planned for 2019;
  7. Support the Moldovan authorities in responding to bidders’ requests for clarifications during the consultation phase of the competitive procurement process, including in formal consultation sessions.
