Type of Services
Services provided by LDK include:
- Preparation of a detailed project plan and a stakeholder engagement plan
- Definition of data requirements necessary for developing indicators, carrying out the technical assessments and benchmarking
- Development in collaboration with the City Council of a formal and legal approval process for adopting the GCAP as city policy
- Mapping exercise of the existing international, national, regional and municipal regulations plans and procedures, policies and legislations affecting climate, energy, economic, social and environmental issues of the city
- Development of an indicators database as per GCAP’s methodology to be populated with existing relevant local data, regarding final energy consumption in buildings, transportation, other emission sources, energy production, land use etc.
- Preparation of technical assessments and evaluation of the city’s current environmental conditions using where applicable traffic light screening performance benchmarks
- Identification of prioritized sections of the GCAP and determination of strategic objectives based on key sectors of activity and priority areas
- Definition of an integrated approach to the city level mitigation and adaptation policies, measures and sector actions
- Development of the GCAP including an associated monitoring plan aiming to measure and monitor progress against the set objectives
- Capacity building of city officials enabling them to achieve GCAP implementation and monitoring
Description
The aim of the project is to support the city of Banja Luka to develop a Green City Action Plan (GCAP), applying the methodology that has been defined in detail and piloted by EBRD. The project will support the city to take ownership of the GCAP and during the development process of the plan to build the necessary capacity to successfully implement it by: Assisting the city to become familiar with the GCAP methodology and to establish the necessary leadership team for applying the methodology Supporting the city to identify the key stakeholders for the assignment, including main contact points of each entity, responsible for contributing to the development of the GCAP Supporting the city in their stakeholder engagement Assisting the city to conduct broad stakeholder consultations (including both bilateral meetings and consultation group meetings, depending on the need) during the different steps in the GCAP.
