Type of Services

LDK’s services included supporting of COWI which is the awarded Consultant to carry out the following activities:

Thorough review of the findings of the SWM sector assessment, reform and investment plans prior to preparing Task 1. In addition, the consultant is to be familiarised with relevant strategy documents in BiH and in the entities related to environment & waste management. All capacity building activities have to be tailored specifically to the BiH audience and be informed by the issues at hand in the sector and the strategic documents in place, their targets & objectives

Task 1 Design stage

Design the content and format of the comprehensive capacity building program for practitioners using appropriate teaching methods for adult learners. Design the content and format for each of the eight (8) distinct topics provided below:

  • Topic#1: The EU experience in SWM and lessons learned for new member countries
  • Topic#2: Data collection, prognosis on waste generation and SWM planning.
  • Topic#3: The importance of the regulatory environment and economic drivers to achieve public objectives and sector targets.
  • Topic#4: Sector financing and cost recovery.
  • Topic#5: Tariff setting and fee collection.
  • Topic#6: Improving the efficiency in waste collection.
  • Topic#7: Separation at source and recycling – requirements and limitations based on international experience and possible approaches for BiH.
  • Topic#8. Preparation of proposals for IPA funds

Task 2: Implementation stage

  • Training sessions in the above 8 topics
  • Study tours to include:
  • one well operated landfill with a MRF which is not fully automated in a new member EU state (such as Croatia, Romania, Bulgaria),
  • one well operated waste collection company (private and/or public) in EU.

Task 3: Long term TA to FMET (Federation), MPPCE (RS), Brcko district and MOFTER

  • Capacity building to FMET in the Federation, MPPCE in RS, Brcko towards establishing a SWM Unit within the ministries with functions and responsibilities for the sector.
  • Capacity building for MOFTER will involve mainly the establishment of procedures to strengthen the coordination role of the state Ministry.

Task 4: Facilitate FIDIC certification trainings

Facilitation of FIDIC certification trainings related to conditions of contracts on red, yellow and silver book.

Description

The overall objective is to enhance the capacity of key sector players BiH in SWM, through the following activities:

  1. Develop and deliver a comprehensive capacity building program, to be delivered over a period of 12-15 months, that targets the entire vertical chain of stakeholders (i.e. communal collection operators, utilities, municipalities, landfill operators, cantonal and central ministries, etc. – see also next paragraph);
  2. Provide technical assistance (TA) to FMET in the Federation, MPPCE in RS, Brcko municipality, and MOFTER at the BiH state level; and
  3. Organize study tours, and
  4. Facilitate FIDIC certification trainings.

The key sector stakeholders, subject to capacity building under these TOR, include municipalities, waste collection companies, landfill operators, association of municipalities, statistical organizations like the state agency and EPF/EPEEF, SWM/environmental departments at cantons, relevant entity and state ministries and other participants to be recommended in the design stage
