Decarbonization of heating and cooling systems in buildings in Uzbekistan (ESMAP)

Type of Services

LDK is providing the following services

Task 1: Analysis of sustainable heating and cooling options: Review, identify, analyse and prioritise proven international sustainable heating and cooling solutions, relevant for four different categories of public institution buildings and commercial buildings

  • Sub-Task 1.1: Scoping-Identification of technologies: assess and define the scope of works (identification of the sustainable solutions – longlist of measures) and a pool of buildings on which the analysis for prioritization will be performed
  • Sub-Task 1.2: Analysis of options: A compendium of the proposed eligible sustainable measures/solutions will be drafted including standardised and clear qualitative and quantitative data for each measure/solution as well as relevant KPIs and applicability elements. A more detailed fact sheet will be presented for each option, with examples and illustrative content showing key data
  • Sub-Task 1.3: Cost-benefit-prioritisation: Prepare a final cost-optimal set of options for de-Carbonisation in public buildings

Task 2: Analysis of possibility for applying nearly zero energy building (NZEB) approach: Assess the possibility of implementation of the NZEB approach for the targeted building categories and produce a customised guidebook on technical design and implementation of the proposed BATs and NZEB approach

  • Sub-Task 2.1: NZEB approach in Uzbek context: Define the NZEB approach and target performance indicators taking into account local climate conditions, building features and baseline energy performance, tariffs, primary energy factors, GHG emissions, calculation methodologies, national legislation and existing building design, management and operation practices
  • Sub-Task 2.2: Preparation of guidebook for technical design and execution of clean heating and cooling options: Preparation of a detailed guidebook that will present a methodology on implementing clean EE measured and the NZEB approach to the four categories of the targeted buildings

Task 3: Workshop with stakeholders: Ensure a quick and constant involvement of all stakeholders within consultation and decision making procedures throughout the assignment and ensure an effective follow up of the results and recommendations of the EE investments study.

  • Sub-Task 3.1: Preparatory work: Preparation of materials and presentations of main findings, results and recommendations from Task 1 and 2 will be performed to be presented at the workshop with the stakeholders
  • Sub-Task 3.2: Final workshop for the presentation of the study

 

Description

The objective of the current ASA, Decarbonization of heating and cooling systems in buildings in Uzbekistan, supported by ESMAP grant, is to support the lending operation about possible decarbonization of heating and cooling in buildings in Uzbekistan and inclusion of applicable clean energy technologies into the scope of eligible energy efficiency measures of the lending project. While replacement of coal boilers with more efficient coal boilers is typically the least cost option, it is not the best available solution given the possible extension of coal usage for further 15 years. Given the large availability of RE resources in the country and baseline use of electricity for heating and cooling it is important to assess more ambitious solutions with clean energy options. It is expected that the analytical work will tackle not only issues in public buildings, but it will have greater impact on the economy by informing residents and private sector about the feasibility of such systems. In addition, the market for supply of cleaner solutions will be developed to serve the investments under the proposed lending project. In this regard, it is expected that the proposed ESMAP activity will support introduction of clean technologies into the larger market through the exemplary role of public projects, thus supporting the larger decarbonization agenda of Uzbekistan.
The objective of this assignment is to analyze sustainable heating and cooling solutions and propose best applicable options for four categories of the building: school, preschool institution, hospital, commercial buildings. Currently, the World Bank supports Uzbekistan with energy audits of typical buildings of health and educational institutions. The results of the energy audits will be provided under this assignment to support the envisaged analysis
