Evaluation of the Impact and Dissemination of PHARE programmes results ‘Access to education for disadvantaged groups’, Romania

Type of Services

Component 1: Development and implementation of a monitoring system at national level for supporting the Ministry in the monitoring of activities implemented through previous projects by the counties involved in Phare 2001 to 2005:

  • Analysis of the existing instruments and monitoring procedures
  • Elaboration and implementation of a monitoring system at national level
  • Elaboration of a set of plans, monitoring and reporting instruments at local level

Component 2: Evaluation of the impact of the Phare 2001-2005 projects related to the improvement of access to education of disadvantaged groups.
Component 3: Elaboration and development of an Action Plan for continuing the implementation of the Ministry's strategy
for facilitation of access to education for disadvantaged groups, especially for Roma and children with disabilities.
Component 4: Awareness campaign addressed to the general public
aiming at eliminating segregation in schools and at promoting tolerance and cultural diversity (TV spot, PR activities, creation of a web page on the Ministry's web site, outdoor competition, round-tables, national conference for disseminating project results and best practices) etc.).

Description

The general objective of the project was to support the MERI's implementation strategy to improve the access to education of disadvantaged groups and to promote inclusive education for all, but specifically for Roma and children with disabilities in order to fight against social exclusion and marginalization and to promote human rights and equal opportunities by disseminating good practice.
The specific objectives
of the contract were to:

  • Monitor the follow up of the activities developed within previous Phare programmes related to access to education of disadvantaged group;
  • Prepare a national study on the impact of Phare projects related to access to education of disadvantaged groups;
  • Develop an Action Plan for MERI's strategy on access to education;
  • Develop an awareness campaign for the public to eliminate school segregation and promote inclusive education, tolerance and cultural diversity
  • Organize a National Conference for disseminating project results and best practices
