Energy : Strengthening of INOGATE Technical Secretariat (ITS) in support of the Baku Initiative, Azerbaijan

Type of Services

LDK is providing technical assistance, with special emphasis on the following:

  • Operation of the regional coordination office for the Caucasus area, ensuring all activities are implemented in full compliance with the direction of the ITS, in an efficient and timely manner.
  • Provision of support for the achievement of the INOGATE Programe aims, including on-going support to the four Working Groups (which set out the cooperation framework addressing issues of common interest) and the Country Coordinators; facilitating information exchange with specialised project actors and assisting energy stakeholders.
  • Provision of assistance to catalyse country reforms, including the organisation of a wide range of thematic events for the Partner countries (incl. round tables, seminars, study tour for national decision-makers, review of best practices, capacity-building events, 'how to' handbook of guidelines for the preparation of energy projects, thematic discussions, etc); providing country-level assistance for the development of studies and/or training modules on, for example, national needs and development prospects, consumer behaviour and market opportunities, comparisons of draft legislations; assistance to partner countries and the EC in the identification of new INOGATE project opportunities; translation of important resource documents into Russian.
  • Provision of support to the EC for the coordination and development of the INOGATE programme, including the drafting of Terms of Reference and project fiches for specific projects, development of concept notes for new initiatives, assistance to project contractors and facilitation of contracts.
  • Provision of expertise in a range of fields including electricity, natural gas, energy efficiency, environmental protection, energy economics.


The INOGATE programme supports the development of energy cooperation between the EU, the littoral states of the Black and Caspian Seas and their neighbouring countries. The cooperation framework initially focused on oil and gas transportation networks, but following the November 2004 Ministerial Energy Conference held in Baku, Azerbaijan (the 'Baku Initiative'), it was extended to include electricity, renewable energy and energy efficiency issues. The Inogate Technical Secretariat (ITS) is the coordinating mechanism of the INOGATE programme.

The overall project objective is to pursue and expand the services provided by the ITS, in order to support the INOGATE programme. The specific project Components are:

  • Component 1: fostering dialogue and promoting exchange of experiences between INOGATE partner countries, and with the EU;
  • Component 2: developing partnerships with relevant energy stakeholders and improving coordination of INOGATE activities;
  • Component 3: increasing information flows and access to relevant information sources;
  • Component 4: providing targeted assistance to catalyse country reforms;
  • Component 5: supporting the coordination and development of the INOGATE programme. - Bottom info
