Call for Key Experts for the implementation of contract “Technical and Logistical Assistance for the facilitation of dialogue and consultations with civil society and local authorities, mainly in the framework of the Policy Forum on Development (2021-2023)” (Ref: EuropeAid/140670/DH/SER/MULTI).

Estimated start date: February 2021, duration 36 months.

 

Contract description

The purpose of this service contract is to assist the European Commission in facilitating spaces for dialogue (in-person and virtual) and consultations at global and regional level with civil society networks, associations of local authorities and EU institutions and member states, mainly through the Policy Forum on Development (PFD), ad-hoc consultations and to provide regular updates on policy issues raised by civil society and associations of local authorities and contribute to the drafting of background papers, upon demand.

More specifically, the main objectives of the assistance will be:

  1. to assist the European Commission in its dialogue with civil society networks and associations of local authorities, mainly through the preparation, facilitation and reporting of the PFD sessions in 2021-2023, at global and regional level (in Africa, Asia and the Pacific, Latin America and the Caribbean, the European Neighbourhood and Europe) and in other thematic and ad-hoc policy exchanges and consultations mainly with members of civil society and local authorities. This includes the improvement, maintenance and animation of the PFD’s web presence as a space for on-going dialogue and consultation;
  2. to assist the European Commission with the logistical organisation of up to six international events per year in 2021-2023;
  3. to assist the European Commission with the monitoring of policy positions of civil society organisations and associations of local authorities and contribute to the drafting of short background papers and updates upon demand.

 

Key Expert Positions

Key expert 1 (KE1): Team leader (senior key expert)

Qualifications and skills

  • At least a university degree (Master or equivalent) in one of these fields: political science, international relations, international law, social sciences, economics, or relevant discipline for the assignment.
  • Excellent knowledge of English and of French or Spanish, both spoken and written
  • Excellent drafting skills.

General professional experience

  • Minimum 10 years of professional experience in development cooperation.
  • Minimum 5 years of professional experience in fields related to civil society and/or local authorities in development processes.

Specific professional experience

  • At least 3 assignments as a team leader of a team of international experts. These assignments, combined together, will cover a period of minimum 5 years.
  • Experience of at least three years in managing projects to enhance civil society and/or local authorities’ capacity in participation in policy processes and/or dialogues with international organisations and/or state actors.
  • Experience in designing and conducting studies and analysis in fields related to this project.
  • Field experience in any EU partner countries will be considered as an asset.

Fluency in English, French and/or Spanish, both spoken and written.

The minimum number of working days will be: - 600 days for the key expert 1 (the team leader).

 

Key expert 2 (KE2): Consultations facilitator/digital content moderator/Communication (senior key expert)

Qualifications and skills

  • At least a university degree (Master or equivalent) in one of these fields: political science, international relations, development cooperation, communication, or relevant discipline directly relevant for the assignment. This diploma may be replaced by 3 years of work experience in addition to the 10 years requirement under the general professional experience.
  • Excellent communication and facilitation skills.
  • Excellent knowledge of English and of French or Spanish, both spoken and written
  • Excellent writing skills.

General professional experience

  • Minimum 10 years of professional experience in development cooperation
  • Minimum 3 years of professional experience in fields related to civil society and/or local authorities in development processes
  • Professional experience in the field of communication will be considered as an asset.

Specific professional experience

  • Experience in preparing, facilitating and reporting back from international multi-stakeholder consultations/dialogues
  • Experience in database management
  • Experience in update and moderation of digital communication platforms

Fluency in English, French and/or Spanish, both spoken and written.

The minimum number of working days will be: 650 days for the key expert 2

 

Key expert 3 (KE3): Event coordinator (senior expert)

Qualifications and skills

  • Degree in event management or other relevant discipline. This diploma may be replaced by 5 years of work experience in logistic organisation and managing events, conferences in addition to the 10 years requirement under the general professional experience.
  • Good command (writing and speaking) of English and French. Good command (writing and speaking) of Spanish will be considered as an asset.

General professional experience

  • Minimum 10 years of experience in logistic organisation of international conferences and events.

Specific professional experience

  • Minimum 5 years of experience in international contract management related to event organisation (including contracting of short-term experts and services, invoicing, etc.).

The minimum number of working days will be: 120 days for the key expert 3

 

Key expert 4 (KE4): Digital tools expert (junior expert)

Qualifications and skills

  • Degree in disciplines related to digital communication platforms and/or online content. This diploma may be replaced by 3 years of work experience in design, set up, maintenance of online presence and/or digital communication platforms in addition to the 5 years requirement under the general professional experience.
  • Fluent in English and French, both spoken and written.

General professional experience

  • Minimum 5 years of professional experience in the field of digital communication management.

Specific professional experience

  • At least 3 years of experience in design, setup and management of digital platforms and similar online surfaces (including social media)
  • Excellent technical knowledge of Internet related issues (web standards, page design, web content management tools, web statistics and measurements, etc.)
  • Excellent knowledge of usage of widely used project management tools compatible with the Commission's IT environment.

The minimum number of working days will be: 270 days for the key expert 4.
