Project: Better Services for Consumers in the Reformed Energy Markets

Project

supports the National Energy and Utilities Regulatory Commission of Ukraine (NEURC) in strengthening both the wholesale and retail electricity and gas markets of the country through improved market transparency and consumer empowerment. The monitoring and reporting systems for electricity and gas markets operation will be improved ensuring better functioning and effective competition for both wholesale and retail markets. The project also supports the development of strong retail electricity and gas markets that benefit consumers, strengthen consumer rights, and address energy poverty issues. Communication activities will also be undertaken to promote consumer empowerment and protection of energy consumers’ rights.

Position

Short-term Non-Key Communication Expert to undertake the preparation of the Communication Plan for the project including communication to energy consumers on a topic to be specified related to energy markets. The expected start date would be immediate following the selection of the candidate.

Scope of work

The Non-key Senior Communication Expert will undertake the preparation of the Communication Plan, the key strategic document of the communication component for this project which will define the target groups, messages and key communication activities to be implemented. The Communication Plan will have a two-prong approach:

  1. Visibility of the project and communication the results and achievements of the project to energy stakeholders in the EU and Ukraine and further reinforcing visibility of EU-Ukraine cooperation in the energy sector
  2. Wider communication to energy consumers on a selected topic related to energy markets

Profile and qualifications

Qualifications and Skills

  • University degree preferably in communications, marketing, public relations or journalism, or in another field.
  • Excellent knowledge of English and Ukrainian is required
  • Strong verbal and written communication skills

 General professional experience

  • Minimum of 7 years of professional experience in the field of communication including experience in communication for technical assistance projects
  • At least 5 years of experience in designing and implementing communication activities and/or awareness campaigns in Ukraine.
  • Good knowledge and understanding of the energy sector in Ukraine are mandatory
  • Experience in engaging with stakeholders and in particular in the energy sector in Ukraine

Specific professional experience

  • Demonstrated experience in preparing communication plans and/or strategies and designing communication activities for the energy sector in Ukraine either as part of technical assistance projects or for work carried out for other energy stakeholders.
  • Proven experience in working and cooperating with energy stakeholders in Ukraine especially with public sector organisations (Ministry, Regulator, state agencies, local / municipal government, etc) and preferably also with international organisations.
  • Strong knowledge of media and social media in Ukraine

Civil servants and other staff currently employed by public administrations of Ukraine are not eligible to apply as experts.
Experts must be independent and free from conflicts of interest in the responsibilities defined by the Terms of Reference.
