Type of Services

LDK provided the Team Leader of subject project who was actively involved in all tasks of the project, as well as the Technical/Operational Codes Key Expert and the Regulatory Procedures Key Expert.

A pool of non-key experts also being provided by LDK according to the actual needs emerging for all tasks during project implementation.

 

Description

The overall objective of this project is to continue the substantial improvement to the level of institutional capacity in the Energy Regulatory Office (ERO) in Kosovo that has been initiated by the previous EuropeAid project titled "Further Institutional Support to the Energy Regulatory Office".

The assistance provided in this context concerns multidisciplinary cross cutting issues and has the potential to facilitate ERO to effectively implement a sound regulatory framework which will provide for transparent and non-discriminatory market operations in compliance with the requirements set in the treaty for establishing the Energy Community in South East Europe (ECSEE).

The specific objectives of the project are the following:

  1. Review and complete Secondary legislation in the energy sector;
  2. Review and approve Technical/Operational codes;
  3. Develop guidelines for further unbundling of KEK and for their implementation in line with requirements of the roadmaps and in line with the Kosovo Energy Strategy;
  4. Implement tariff reforms on generation, transmission, distribution and supply of energy;
  5. Implement regulatory procedures including license monitoring and costumer protection;
  6. Review and implement Quality Management Procedures;
  7. Enable ERO to actively participate in regional bodies and working groups established under the Energy Community Treaty.
