Type of Services

Services provided by LDK in the context of the project included feasibility studies, tariff studies, technical studies, institutional restructuring and legal services. The work was conducted through following tasks:

  • preparation of primary legislation which will enable the Republic of Cyprus to achieve full conformity with Directive 96/92/EC;
  • development of regulations governing the market; the market code covered trading arrangements, the balancing market, access rules, settlement procedures and provision of ancillary services;
  • development of tariff regulations governing pricing of regulated activities;
  • preparation of grid regulations, which were achieved through the review of grid codes already in use in other countries and proposition of the most suited to Cyprus code to be the basic framework; adaptation of the proposed code for Cyprus taking account of EAC's existing codes and procedures and the market model proposed for the country.
  • advise on licensing and authorisation procedures, drafting of regulations for licensing and drafting of model licences for various activities;
  • preparation of draft regulations for consumer service quality standards and draft regulations for dispute resolution procedures.

 

Description

This project referred to the provision of consultancy services aiming to achieve full conformity of the Cyprus legislation with the provisions of Directive 96/92/EC till January 1st, 2003, a target date for the entry of the Republic of Cyprus to the European Union. The objective of the project was to transpose the provisions of Directive 96/92/EC into national legislation, taking into consideration existing national provisions and the provisions of Directive 98/30/EC as far as the Regulatory Body was concerned.
