Type of Services

Services provided by LDK included:

  • elaboration of an energy policy regulatory framework;
  • feasibility studies in the power generation, industrial and building sector;
  • organisation of training courses and study tours to Europe;
  • technology transfer and training;
  • elaboration of an energy efficiency policy, including a study on European policy;
  • elaboration and implementation of sector based energy efficiency programmes for power generation, industry, building, energy consuming equipment and appliances, transport and district heating;
  • technical specifications and procurement of equipment for coal bed methane production;
  • definition of issues related to the financing of energy efficiency investments;
  • investigations concerning the establishment of Energy Service Companies (ESCO);
  • promotion of industrial cooperation between Liaoning and European enterprises active in the above mentioned sectors;
  • preliminary investigations and programme development for the strategic choices concerning transport infrastructure;
  • strengthening of the local research institutes dealing with boiler combustion.

 

Description

The project included the provision of technical assistance to the development of appropriate instruments for the definition and the subsequent implementation of an improved energy efficiency strategy for the province of Liaoning, China. Within the broad objective of reducing energy consumption, as well as the dependency of the province on coal originated energy, three important tasks were set under the project:

  • provision of assistance in developing appropriate instruments for the definition and implementation of a provincial energy efficiency policy;
  • design and implementation of an energy efficiency programme in the power generation sector, industry sector (in close collaboration with, in particular, the Cleaner Production and the Industrial Restructuring Components of the LIEP), the building and transport sector, as well as for district heating and household appliances;
  • promotion of the role of gas, especially methane in the energy unit of the province.
