Type of Services

Provided services include:

  • Consolidation of preliminary site investigation data, enough for the preparation of an effective remediation action plan and EIA for each site;
  • Preparation of Environmental Impact Assessment (EIAs) and Social Impact Assessment Studies;
  • Raising public awareness of the dangers arising from each site to communities near them;
  • Preparation of tender dossiers for the future remediation projects of the ten sites;
  • Presentation of the project results to the donor community.

 

Description

Within the framework of the United Nations Development Programme (UNDP) Project "Identification and prioritization of Environmental Hot Spots in Albania" (Project ID 00059071), a short list of ten sites, considered as environmental hot spots, is identified. These sites include a battery factory and a textile factory in Berati, a tailing dam site at Guri Kuq (Ohrid), a mine site at Perrenjas, Alba Film, Dajti Enterprises and a transformer factory site in Tirana, a pesticides dump in Rreshen, Bitincka mine and part of the ferrochrome smelter in Elbasan. This project is the second stage of the above mentioned one, under which, the project team will provide consultancy services and conduct Environmental Impact Assessments (EIAs) for each of ten high priority environmental hot spots, which will form the basis for a major remediation programme. The project comprises of the following:

  • Consolidation of the results of the first stage of the project, to ensure that enough information is available for the preparation of an effective remediation action plan for each site;
  • Detailed environmental impact assessments for the ten short-listed sites, to full EU specifications and according to the recently amended Albanian Law on EIA, including public participation. The assessments would consider the impact of the sites as they are, and also of the impacts of the remediation processes;
  • Realization of two rounds of public awareness campaigns, one at the beginning of the project and the second at the end of the project in order to raise public awareness of the dangers of the sites, and to build capacity to avoid development of new problem sites in future;
  • Preparation of tender dossiers for projects to re-mediate the ten sites, either on an individual basis or as composite projects covering several compatible sites;
  • Presentation of the project results to a workshop of the international donor community, to develop collaboration of this project/these projects.
