The specific aspects dealt with by LDK within the project were the following:
- mManagement of wastewater of domestic or industrial origin;
- air quality and noise management;
- civil protection;
- SEA Directive.
In respect to the above thematic topics, following actions were carried out in the forms of stage approach:
Stage 1: Present situation, challenges and trends;
Stage 2: Environmental performance of Greece, European and international comparisons in the addressed topic;
Stage 3: SWOT analysis;
Stage 4: Brief assessment of political interventions in the field of topic up-to day in Greece – results and impacts;
Stage 5: Long term development vision, national options and priorities in the field of environment and specifically for the addressed topic;
Stage 6: Assessment of impacts – positive and negative of the proposed policies in the various socio-economic professional sectors and population groups.
Description
In the frame of the new programming period 2007 – 2013 the Ministry of Economy and Finance required to set itself to a position to negotiate with the European Union on the funding via the 4th Community Support Fund in the filed of environment. For this cause, the conducted study and preparation summarises to the following tasks:
- to constitute a clearly articulated basis for the formulation of a long term development vision, to investigate and to set out the basic national options and priorities in the field of environment on a long term horizon;
- to constitute a basic input in the procedure of National Development Programming for the period 2007-2013 (Development Plan) and in the National Strategic Reference Frame, which Greece will submit for negotiation and co financing to the EU in the beginning of 2006. This Frame will formulate a framework of guiding principles that will assist the various national stakeholders and organizations to draw up their policies and decision making;
In the course of the preparation of the National Development Plan in the framework of the 4th CSF, different "Thematic Strategies" were prepared. To this effect, the baseline was defined in terms of the current situation in Greece on the specific sector, the contemporary challenges and opportunities and the legislative requirements. A policy mix was prepared, determining and quantifying where possible the desired targets, and defining the way (road map) to the accomplishment of the corresponding tasks and the overall vision. SWOT Analysis was used as a tool in the evaluation of the baseline and the definition of the vision. Interviews were carried out with key stakeholders. Also, the project team supported the Beneficiary in the Public Consultation process that took place before the finalization of the Strategy with various stakeholders.
