Type of Services
In particular the services provided can be summarised as follows:
- Collection and review of relevant documentation, including comments received by the representatives of the European Commission in the initial stages of the approval process for the projects under concerns, from the Ministry of Environment and Water as well as from the EU Delegation in Sofia
- Extensive consultation with experts from the Ministry in order to fully understand the background of the projects;
- Strengthening the beneficiaries' arguments about the contribution of the projects to the implementation of the EU legislation in the country, in order to enhance their chances in being financed by the PHARE 2004 Programme;
- Review and Preparation of the final Project Fiches for the projects:
- "Implementation of EU fuel quality control and marketing requirements"
- "Implementation of Directive 90/219/EEC as amended by Directive 98/81/EC on the contained use of genetically modified microorganisms and Directive 2001/18/EC on the deliberate release into the environment of genetically modified organisms and repealing Directive 90/220/EEC"
- "Strengthening of administrative capacity of the Ministry of Environment and Water, Regional Inspectorates of Environment and Water and the Customs Agency for implementation and enforcement of the requirements of Regulation (EEC) 259/93 on the supervision and control of shipment of waste within, into and out of the European Community"
- "Assistance in regional and municipal waste management planning, implementation and enforcement of legal requirements in waste management sector" (with annexes)
- "Strengthening of administrative capacity at local level for implementation of environmental legislation"

Description
The main objective of the project was to assist the EC Delegation and the Ministry of Environment and Water with the preparation of its application of projects for the environmental sector for the Phare 2004 financing. To this effect individual Project Fishes and Terms of Reference were prepared for five projects covering the following areas:
- Implementation of EU legislation on fuels quality and control
- Implementation of EU legislation on genetically modified micro-organisms
- Strengthening of the administrative capacity of the Competent Authorities for the implementation of EU Regulation on the Shipment of Waste
- Provision of assistance to local authorities for the implementation of solid waste management in compliance with the EU legislative framework
- Institutional strengthening of the Environmental Sector for the implementation of the Acquis
