Type of Services

Provided services during the project summarise to the Implementation of following activities:
- creation of a database containing the installations that carry out activities included in Annex I of the Directive;
- establishment of the National Allocation Plan;
- establishment of specifications for the establishment and maintenance of a National Registry of allowances;
- creation of a system for monitoring, reporting and verifying greenhouse gas emissions by installations that carry out activities included in Annex I of the Directive;
- set up of a package of motives and penalties for the implementation of the Directive;
- draw of an Action Plan for monitoring emission reduction measures implemented on the energy sector;
- formulation of a database containing information on the progress of emission reduction measures implemented on the energy sector;
- suggestions to improve the process of developing national energy balance in terms of efficiency and credibility and implementation of energy balance for the period 2003–2006;
- training of the competent authority's staff on the function and use of the database with information on the progress of emission reduction measures implemented on the energy sector;
- supplying the competent authority with the necessary data on the progress of measures during the period 2003 – 2006, in order to comply with relevant provisions of International and European Organisations (IEA, OECD, EEA

Description

For the purposes of the United Nations Framework Convention on Climate Change, the Kyoto Protocol and mainly the European Union Directive establishing a scheme for greenhouse gas emission allowance trading within the Community, Greece is obliged to develop the necessary supporting mechanisms. The project aimed at the realisation of the necessary supporting mechanisms and the development of relevant instruments in order to:
- assist to the fulfilment of requirements relevant to the provisions of the European Union Directive establishing a scheme for greenhouse gas emission allowance trading within the Community;
- monitor the progress of measures to reduce greenhouse gases emissions by the energy sector;
- improve the existing scheme for monitoring greenhouse gases emissions by the energy sector.
During the project, following activities were realised as well:
1. Supporting mechanisms for the implementation of the EU Directive establishing a scheme for greenhouse gas emission allowance trading within the Community.
This component included following actions:
- development of the National Allocation Plan for the three-year period indicated by the Directive, beginning in January 2005;
- formulation of a framework for implementing the rest of the Directive's provisions.
2. Supporting actions for the efficient monitoring of the progress of measures to reduce greenhouse gases emissions by the energy sector, and for the improvement of the existing scheme for monitoring greenhouse gases emissions by this sector.
This component included following actions:
- development of methods to monitor the progress of measures implemented on the energy sector;
- development of reliable and detailed annual energy balances for the period 2003–2006.
