Type of Services

The project included following phases:
Phase 1 - Planning of Activities: Start-up Meeting and Initial Field Visit;
Phase 2 - Data collection and validation of existing environmental, social and other relevant studies relating to the Project; relevant Ukrainian, European Union and World Bank environmental, social, health and safety laws and regulations;
Phase 3 - Review of existing information - Scoping study - Initial PCM: Revision of all collected information / data during the previous Phase; Elaboration of a scoping study to establish the main features of the proposed project, in terms of physical construction, construction phasing and operation, and to identify the main environmental sensitivities and constraints within the project area; Identification of the need for further environmental studies;
Phase 4 - Definition of environmental and Social Baseline;
Phase 5 - Site surveys and data integration;
Phase 6 - Assessment of Environmental Impacts / Mitigation measures (EIA);
Phase 7 - Public Consultation (PCM).

Description

The main objective of the assignment was to assist the Bank and the client in carrying out a full EIA in order to assess the environmental aspects of the project to be consistent with Ukrainian environmental and permitting requirements and the Bank's Environmental Policy and Procedures.
The key objectives of the EIA included (but not restricted to) the following:
- to identify relevant Ukrainian, European Union and World Bank environmental, social, health and safety laws and regulations and review how they will be met within the framework of the proposed project;
- to identify and determine the potential environmental and social impacts (both positive and negative) associated with the proposed project;
- to assist the client and the Bank to structure the project so that Ukrainian, EU and the World Bank's environmental, social, health and safety standards will be met;
- to assist the client in the development of an Environmental Action Plan (EAP) aimed at preventing and mitigating potential adverse environmental and social impacts during the construction and operation of the project, providing environmental benefits and improving environmental quality, improving information flow with the community and establishing an environmental monitoring and management plan;
- to advise the client and the Bank in conducting a public consultation process in accordance with the relevant Ukrainian legal provisions and the Bank's Environmental Policy and Procedures.
