Provided services referred to the consultant's expertise in the fields of:

  • environmental auditing;
  • industrial pollution control;
  • pollution clean up and rehabilitation;

One of the main tasks was the provision of environmental analysis, monitoring and auditing services, as well as the definition of pollution control measures (and performing the associated technical economic analysis) for a number of industrial activities (food industries, petrochemical industry, chemical industry, refineries, power plants, oil & gas exploitation facilities, shipyards) in the aforementioned countries. More specifically, a preliminary and detailed survey (via questionnaires) was carried out in order to investigate and conclude on the main industrial pressures to the marine environment, giving particular interest on the followed environmental management. After the evaluation of the existing environmental management, the options for better management procedures, cleaner technology scenarios and abatement measures were proposed.

Description

In 1995 the Caspian countries agreed to implement the Caspian Environmental Programme (CEP) financed mainly by TACIS, as well as other financial agencies. The Caspian Centre for Pollution Control (CCPC), located at Baku, Azerbaijan, is one of the Caspian Regional Thematic Centres (CRTCs) that aims at the assessment of pollution sources and the effects on the Caspian Sea environment. The main objective of the programme was to promote sustainable development and management of the Caspian Sea environment over the medium to long term. The objective of this project was to prepare pollution control strategies for industrial facilities in the Caspian region. This was based on an assessment of the existing situation and by preparing cleaner technology and treatment scenarios, which at a later stage will be introduced into a pilot-decision support system. The objective of the first part of the study "Industrial Survey – Part I" was to carry out a primary screening for the identification of major industries (point sources) located at the coastal area of the Caspian Sea. This part focused on water issues, data collection and its limitations, identification of industrial sectors represented in the Caspian countries, outline of discharge patterns, preliminary pollution load estimation and the identification of hot spot areas. The second part of the study "Industrial Survey – Part II" focused on the identification of the potentially polluting industries and industrial sectors (point sources) located at the coastal area of the Caspian Sea. A detailed description of the industries identified was carried out, as well as further assessment of the environmental conditions in each Caspian Region (hot spot areas) and assessment of the environmental performance of the major industries, including cleaner technology scenarios and pollution prevention measures to eliminate the pollution transferred to the Caspian Sea.

In the framework of this project, the power production industry of the area in question was assessed, namely 3 Heavy Fuel Oil (HFO) plants in Azerbaijan, 1 HFO plant and 2 nuclear power production plants in Kazakhstan, and 1 HFO plant in Turkmenistan.
