  • assessment of the available alternatives to the development of the Tamnava West mine;

  • environmental monitoring and action plan, a schedule of actions to be undertaken prior and during the proposed upgrade project;
  • development of resettlement plan.

Description

The European Agency for Reconstruction commissioned an Environmental Impact Assessment (EIA) study for a potential development project to improve operations and production in coal mines in the Tamnava area in western Serbia. The study was focused on the Tamnava West mines at the Kolubara mining district, located south to south west of Belgrade.

The EIA was commissioned to assist a development project by providing due diligence information required for the national regulatory process, as well as for potential international investors. The global objective was to provide EAR, EPS and Serbian authorities with sound information on environmental impacts resulting from the implementation of the proposed project and the means for preventing or reducing those impacts.

Specific objectives were:

  • the identification and analysis of the environmental effects of the proposed project (including their probability of occurrence);
  • the development of an environmental management plan, outlining mitigation measures;
  • the development of an environmental monitoring programme outlining necessary data;
  • the preparation of a Resettlement Plan for the households affected by the project.

The result of the study was a forecast on the nature and extent of the identified environmental impacts, and an estimation of the likelihood of the occurring impacts following the implementation in Serbia of this large project in Tamnava West for the improvement of coal production for supplying the neighbourhood power plants.
