Type of Services

The services to be provided by the Consultant are grouped in 6 work packages with the following targets:

WP0: Inception Phase: Aiming to present the consortium’s proposal regarding the project's work plan to the CA (Competent Authority) for discussion, revision, and approval; to organise country missions to collect, share, review and update baseline data and needs assessment at the BCs (Beneficiary Countries) level; to complement with what is needed for a sound basis for action planning, as well as for the monitoring progress (work with UNEP/MAP).To maximise the lessons learnt from the consortium’s involvement in the SWIM-SM & H2020 CB/MEP programmes and address the problems identified and the new challenges ahead.

WP1. Expert facility: Tailored and targeted technical assistance at national level, based on partner countries' requests, aiming to design a demand-driven mechanism, in order to respond quickly and efficiently to the needs of BCs and effectively coordinate and implement the BCs' needs for progressing towards their goals in relation to reduced marine pollution and sustainable use of scarce water resources.

WP2. Peer-to-peer experience sharing and dialogue: 2.1- Regional (or sub-regional) peer-to-peer seminars and webinars on selected topics, including preparatory work (such as scoping / background papers) and follow-up actions (such as drafting and disseminating conclusions / minutes, preparing communication material).

This WP is meant to trigger dialogue, and offer to participants structured opportunities to learn from each others’ best practices, and exploit synergy effects and learning opportunities based on the CB needs mapping and prioritisation; to empower partners and provide them with the requisite abilities and knowledge that set the ground work for them to follow-up in their countries after the session is over; and to inspire collaboration between countries (south-south, north-south).

WP3. Training activities:

3.1- On-site training courses on selected topics, following a phased approach, for each course: 1) need assessment and drafting of a background paper, 2) preparation of training materials, 3) course delivery, 4) dissemination, 5) ex-post mentoring of the trainees and ex-post assessment. Successful and relevant courses can be delivered several times to meet the demand;

3.2- Study tours to EU and non-EU Mediterranean countries, following a phased approach, for each study tour: 1) need assessment and drafting of a background paper, 2) study tour, 3) dissemination, 4) ex-post mentoring of the participants and ex-post assessment of the result and impact;

WP4. Communication and visibility:

4.1- Running the SWIM website (www.swim-sm.eu) and Horizon 2020 website (www.h2020.net).

4.2- Updating the SWIM and Horizon 2020 communication strategies and based on these, producing communication materials as per an agreed plan based on state-of-the-art tools, each communication product having a clear objective, message and target group.

4.3- Ad hoc participation in national or regional events to contribute to the project visibility and/or to make contributions on issues addressed by the project;

4.4- One annual country meeting in each target country, bringing together those involved in SWIM and H2020 activities to i) take stock of progress, ii) plan and exchange on future activities.

WP5. Capitalizing the lessons learnt, good practices and success stories:

5.1- Strengthening the research to policy/practice interface, in order to contribute as H2020-SWIM SM to the narrowing of the research to policy/practice interface in the Mediterranean;

5.2- Screening BATs, BREFs and BEPs that are relevant to and can be replicated in ENP South countries, in order to support the transfer of BATs, BEPs and BREFs in ENP south countries;

5.3- Ex-post assessment of the sustainability and impact of the SWIM I programme (SM and Demos);

5.4- External monitoring and ad hoc technical assistance to the SWIM Demonstration projects (phase II): aiming to provide the essential information and understand of how well a demo project is being implemented against expected results and determine what should be done next.

WP6. Support activities:

6.1- Support to the Horizon 2020 Steering Group, Review & Monitoring and Capacity Building groups meetings.

6.2- Steering Committee meetings for the SWIM and H2020 Support ing Mechanism

6.3- Technical support to the UfM Water Expert Group meetings

Description

The overall objective of the “Sustainable Water Integrated Management and Horizon 2020 Support Mechanism” project is to contribute to reduced marine pollution and a more sustainable use of scarce water resources by providing tailored and targeted support to stakeholders of the beneficiary countries.

The project is the merging of two successful previous programmes (SWIM-SM and H2020 CB/MEP) to strengthen them through synergies at the design and output level and maximise the implementation of the interventions promoted through them.

The project’s purposes are the following:

  • Strengthened environmental management, including stronger and better enforced national regulatory and policy   frameworks, for reducing and preventing pollution of the Mediterranean Sea, in particular from municipal waste, urban waste water and industrial pollution, with a special focus on commitments under the Barcelona Convention and on addressing issues undermining investment and business opportunities (Horizon 2020 Supporting Mechanism)
  • Strengthened integrated water resource management, with a special focus on water cooperation (including specific actions on shared water resources in the Maghreb), river basin management, water demand management, the water/ energy / food security nexus, broad stakeholder participation and open access to data (SWIM Supporting Mechanism).
