Type of Services
Technical assistance was provided to CERA following a set of three activities, namely:
Activity 1: Preparation of a report on a number of issues such as the review of relevant experience, rules & regulations applied in the EU; the energy balance in Cyprus as well as the assessment of specific parameters of the national market.
Activity 2: Preparation of a report determining the content of the rules for the management and allocation of capacity on the natural gas supply system and for the conditions for access to the natural gas transmission and distribution network.
Activity 3: Preparation of draft rules on the basis of Activity 2 covering all related issues.
Description
The overall objective of the project was to improve Cyprus`s compliance with EU Directives regarding the management allocation of capacity on natural gas supply system and with EU Regulations regarding the non discriminatory rules for access conditions to natural gas transmission and distribution networks, and so to enforce the Regulatory capacity of the Cyprus Energy Regulatory Authority (CERA) by defining, a priori, the legislative framework, including Rules, that are required in order for their implementation to be possible.
