Baseline study including:

  • Industry survey (identification of industrial stakeholders and interview including: Name and contact details of the industrial stakeholder, as well as name of the interviewer; type of industry; Overview of the process to understand the quality and quantity of wastewater produced; Overview of the financial aspects of the business to estimate the capacity to pay for a water; treatment system; Water consumption (mean and peak); Estimated wastewater production: quantity, quality; Wastewater quality and quantity data, if any; Situation regarding actual water treatment: actual deposit site, actual transport mean, actual cost; Difficulties faced regarding wastewater disposal and treatment; and Estimation of the capacity and the willingness to pay for an improved wastewater treatment service.
  • Survey on wastewater treatment and collection including regional market analysis of the existing alternative solutions for a wastewater collection network, identification and interview tanker fleets owners and companies / individuals offering wastewater collection services. Survey will include technical aspects such as size of the tank, traceability solutions and monitoring, control mechanisms, size of company, quality certificates, turnover, willingness to expand, evaluation of its reliability and services cost estimate.
  • Topographic survey including plan table and levelling survey.
  • Establishment of a legal, institutional and technical baseline

Technical study including:

  • Review, update and prepare design criteria (design flow rates, peak factors, limits of work, raw water chemical composition, treated effluent and sludge quality requirements;
  • Determination of effluent and sludge reuse solutions;
  • Establishment of Project phasing;
  • WW treatment options and priorities
  • Multicriteria analysis (MCA) to determine the three most relevant solutions, including the following criteria: Ecological criteria (effectiveness of wastewater treatment, quality of the effluent and sludge for reuse purposes); Environmental criteria (effect on the natural environment and aesthetics); Technical criteria (ease of operation and maintenance and modern solutions); Economic criteria (costs of investment and operation); and Reliability criterion (reliability of operation).

Feasibility study

  • Preparation of layout and preliminary engineering design. Each of the three solutions will are carefully studied, in order to facilitate the comparison focusing on: Site issues: land availability, characteristics and drainage; Treatment process: hydro-structural design, process and mechanical design; Energy issues: requirements and accessibility, own-production; and Climate footprint: estimation of emissions during the construction and operational phases.
  • Environmental and Social Impact Assessment (ESIA) and Gender Assessment

Description

The Kingdom of Jordan is a semi-arid country of about 9.5 million people located on the Eastern Bank of the Jordan River. The country’s economy is classified as upper middle income, very attractive to foreign investors and based on a skilled workforce. In Jordan the demand for water often exceeds the available supply. On a per capita basis, Jordan has one of the lowest available water supplies in the world.  Zarqa, a city 25 km away from Amman, hosts on its territory 50% of the country’s industry and 15% of its inhabitants. Around Zarqa, approximately 250 industries of small to medium or big size are having a significant impact on water consumption and wastewater generation. The environmental situation in Zarqa is worrying, as the surface and groundwater resources are contaminated with industrial pollutants. In particular, the Zarqa River, the second largest tributary of the lower Jordan River, is highly polluted. The restoration of the Zarqa River is one of the top priorities of the Jordanian Ministry of the Environment.

Currently, there is no centralized industrial wastewater treatment plant (IWWTP) in Zarqa, and a large number of industrial facilities in Zarqa cannot be connected to an existing sewer system due to the expansion of the industrial zone. As a result, a new IWWTP in Zarqa is of major importance for the whole country.

Funded through the Framework agreement to support European Investment Bank (EIB) advisory services activities inside and outside EU-28 / Lot 1: Environment, the Assignment Technical advice for structuring a public-private partnership transaction for the Zarqa IWWTP  TA2017034 JO NIF aims to support the Government of Jordan in the preparation of the project for the Zarqa IWWTP, which will develop a cost-effective treatment and disposal alternative as well as provide opportunities for improved resources management via effluent and sludge reuse. The project will also support the integrated water resources management and wastewater pollution abatement in the regional industrial sector.
