• Review the capital investment appraisal and proposed comprehensive renovation programme updating costs and providing suggestions/recommendations;
• Allocate EE and non-EE component of the CAPEX plan
• Perform a site visit at the complex
• Conduct a detailed energy audit of SPENS buildings to identify energy and resource efficiency investments and produce a pre-feasibility study detailing the prioritised investments identified; Specific measures elaborated include building shell renovation, HVAC rehabilitation, RES and CHP investment as well as pool renovation
• Review the applicability and financial viability of different project implementation modalities including estimated timeline for implementation (ESCO, EnPC, construction works contract);
• Presentation of results to the Municipal Authority .
