Type of Services

The services to be provided by the Consultant are grouped in 6 work packages with the following targets:
Component 1: Pollution prevention

  • Regional trainings on key topics related to pollution and pollution prevention based on the UfM priorities, the Barcelona convention and the EU circular economy package with a special focus on the plastic strategy;
  • Technical assistance for the setting up and implementation of an institutional, legal, technical and management framework conductive to prevention and reduction of pollution.
  • Tailored and targeted technical assistance at national level based on partner countries' requests
  • Peer-to-peer experience sharing and dialogue/ Regional seminars and webinars linked to pollution prevention and marine litter
  • Capacity building based on successful pilot experiences, demonstration projects and dissemination of best practices issued from partner countries and EU countries.
  • Capacity building of civil society and professional and citizens associations on means that will lead to reducing pollution.
  • Awareness raising among consumers and producers on plastic pollution prevention, but also on the causes and consequences of pollution aiming at behavioural change.
  • Support to scale up identified solutions and to access to investment.
  • Activities supporting the public private partnership.

Component 2: Efficient use of water

  • Regional trainings on topics related to water use in arid regions in accordance with UfM priorities.
  • Tailored and targeted technical assistance at national level based on partner countries' requests.
  • Peer-to-peer experience sharing and dialogue through regional seminars and webinars on selected topics linked to water efficiency.
  • Dissemination of best practices issued from partner countries, European countries and Demonstration projects.
  • Technical assistance for the setting up and implementation of a legal framework conductive to a more efficient use of water.
  • Activities aiming at strengthening stakeholders' participation in water management.
  • Activities supporting the public private partnership and engagement.
  • Information and dissemination of knowledge targeting the young generation.
  • Activities aiming at facilitating access to investments.

Component 3: Monitoring and supporting Demonstration projects

Activity 3.1: Support to the Contracting Authority in the selection of demonstration projects.
Activity 3.2: Regular project monitoring and appropriate technical assistance when needed by the projects
Activity 3.3: Capitalisation of the lesson learned from the demonstration project activities.
Activity 3.4: Dissemination of the lessons learned from the previous and new demonstration projects in the region.

Description

The overall objective of the project is to assist the implementation of an integrated approach to pollution reduction and prevention in line with the Barcelona Convention and to contribute to a more efficient management of scarce water resources in the Neighbourhood South region. Its purpose is to contribute to increase the capacity of various stakeholders involved in pollution reduction and water management in order to support them in formulating and implementing the environmental and water policies.

The results expected to be achieved by the Contractor are the following:

  • Design and implementation of relevant national regulatory frameworks in the field of pollution reduction are improved.
  • Efficient use of water in urban and rural areas is strengthened through capacity building and dissemination of means to improve water use.
  • Innovative approaches and successful practices in the field of efficient use of water are monitored and disseminated.
  • The capacity of the UfM to contribute to the regional dialog in the fields of water and environment is strengthened through technical support.
  • Appropriation of the project results by the stakeholders is reinforced.

The aim of the contract is to contribute to the reduction and prevention of the pollution in the Mediterranean region, to limit marine litter, to support the shift to a sustainable consumption and production model, to implement integrated management of water resources and to strengthen efficient use of water in countries highly vulnerable to the Climate Change. It will ensure the continuation of the EU funded project «SWIM and Horizon 2020 support mechanism».
The project is set to strengthen the environmental management by improving the national regulatory frameworks, by supporting its implementation, by fostering dialogue at national and regional levels and by promoting the exchange of best practices among various stakeholders and by implementing awareness-raising activities to facilitate the implementation of the regulatory frameworks.
Those activities will build on the UfM priorities and the results of the Horizon 2020 initiative. With the same idea, activities will support the objectives of the Barcelona Convention concerning the Mediterranean marine and coastal environmental protection. A special attention is to be given to the participation of the civil society in the UfM dialogue process.
Importance is given to combat plastic pollution. In line with the Barcelona Convention, this will be achieved by strengthening the implementation of the regional action plan against marine litter and the regional sustainable consumption and production action plan. The support will be in line with EU strategy for plastics and follow-up actions.
The support to the water sector will focus on implementing efficient use of water. It will ensure, as a priority, the rational and sustainable use of conventional water and develop use of non-conventional water sources when needed and possible. To this end, guidance will be given to implement regional policies and initiatives focusing on efficient use of water. National authorities will be offered technical assistance to improve their policy framework on water. Support is to be provided for improving water governance, transboundary water cooperation, sustainable water demand management and efficient use of water in agriculture. A special attention is to be given to the water, energy, food and ecosystem nexus based on an integrated approach.
