Type of Services
The project was implemented through the following stages:
- review and analysis of existing legislation, regulations, policies and practices relating to public service utility companies in Bulgaria and elsewhere;
- development of proposals for a regulatory framework for local gas distribution in Bulgaria, and methodologies for setting tariffs for gas with specific reference to gas distribution in Plovdiv and Stara Zagora;
- drafting of legislation and regulatory guidelines, and provision of training and assistance for implementation of the regulatory and tariff arrangements.
Description
This project was completed in view of natural gas introduction in the domestic sector of Bulgaria, aiming at the introduction of private investors in gas distribution and the gradual liberalisation of the natural gas sector, through the establishment of a clear regulatory framework governing the franchising, operation and pricing of local gas distribution services in Bulgaria. It comprised a review and analysis of existing legislation, regulations, policies and practices relating to the Bulgarian public utility companies, development of suggestions for a regulatory framework and pricing methodologies, drafting of legislation and regulatory guidelines as well as assistance and training for the implementation of the proposed arrangements.
