The services provided included the following:
- inventory of industries in the Region of Attiki;
- development of a database with the industries, covered by IPPC Directive, and their BAT applications;
- identification and assessment of potential BAT applicable for the Attiki Region;
- design of a Decision Support Tool for economic analysis, to help industries identify the BAT most suitable and economically viable to their production activity.
Description
The project aimed at developing the methodological framework and the necessary computational tools and data for decision makers to assess the effects of planned policies and measures for the industrial sector. These planned policies and measures aim to improve the atmospheric environment in an economically cost - effective and administratively streamlined way and consist primarily of the recommendations for the implementation of Best Available Techniques (BAT).
The results of the project included:
- a clustering of industrial units according to characteristics directly linked to the applicability of BAT in practice;
- a tool for the assessment of benefits from the implementation of BAT;
- methodology for the assessment of environmental externalities;
- a Decision Support Tool incorporating this methodology along with a classical methodology of economic analysis;
- a Decision Aid Tool assisting in the formulation of Action Plan for the promotion of BAT and in the determination of the most appropriate policy tools for its realization.
The Decision - Aid framework was applied to a specific case, being the Region of Attiki.
