Type of Services

Services provided for the project included:
- revision of the needs assessment for the Department of Waters Dobrogea–Litoral (DADL) regarding the type of the equipment to be purchased;
- revision of the proposed number and locations for the automatic monitoring stations;
- establishing the equipment configuration and set additional parameters in order to meet EU relevant Directives, as well as Black Sea Convention and Blue Flag Program;
- preparation of Tender Dossiers including the Technical Specifications for (a) laboratory equipment, (b) Black sea water monitoring system and (c) study boat;
- elaboration of the Monitoring Plan for the integrated monitoring system;
- elaboration, in collaboration with the Bulgarian side, the most appropriate technical means to exchange the monitoring data, so to serve both the needs of the beneficiaries (indicators, frequency of data exchange) and the public information (reports etc) with an indication as regards the mutual information in case of accidental pollution;
- elaboration of a document concerning a future set up of a Warning System in case of accidental pollution;
- preparation of a financial evaluation for maintaining the integrated monitoring system;
- support the beneficiary institution for preparation of evaluation criteria and participation with one expert in the evaluation session;
- production of a bilingual brochure to be distributed to the tourists at the seaside in the summer of 2003.

Description

The main objective of the programme was to enhance the capacity of Romanian Ministry of Waters and Environmental Protection through the Department of Waters Dobrogea–Litoral (DADL) of the NARW, in charge with the monitoring of surface water quality, to manage the problems related with Black Sea pollution by purchasing competitive monitoring equipment for water quality and also for biologic resources, a DEPOL and study boat with the related shore facilities. Furthermore, the programme improved the co-operation between Romania and Bulgaria. Full description of the project referred as "The integrated monitoring of the Romanian Black Sea Coast between Midia-Vama Veche".
The project's outputs were:
- tender dossiers, including technical specifications and related documents for the supply tender, fully compliant with the Practical Guide for PHARE, ISPA and SAPARD;
- a complete Monitoring Plan for the system, as indicated under Requested Services;
- a document regarding the data communication between the two monitoring systems in Romania and Bulgaria, including the mutual information exchange in case of accidental pollution, as specified under Requested Services; to set up the cooperation mechanism between the two parties;
- a document regarding the creation of a future Warning System in case of accidental pollution;
- a document regarding the financial evaluation for maintaining the integrated monitoring system;
- the preparation of the evaluation criteria and the participation in the Tender evaluation sessions;
- the final design and the production of 3,000 brochures with information concerning project development.
