Type of Services
Services provided by LDK are carried out in four phases aiming to:
- structure the evaluation and clarify the key issues of the assignment (Inception Phase),
- ensure a more robust approach by analyzing in detail relevant documents (Desk Phase),
- validate, enhance and deepen the preliminary responses and corresponding analysis of the Inception and Desk Phases by visiting the pilot demonstration projects and collecting opinions from stakeholders in the field (Field Phase),
- make a final analysis of the data and information collected during the previous phases by systematically responding to the evaluation questions and criteria set (Synthesis Phase)
Description
The main objective of the final evaluation assignment is to provide an overall independent assessment of the “Project Support” 2nd complementary component of the 1st Renewable Energy and Energy Efficiency (REEE) program in Jordan. Particular attention is placed on comparing the achieved results of the REEE complementary actions in relation to their initial objectives, as well as in identifying key lessons and recommendations to improve similar actions in the future. For the performance of the assignment, the five standard DAC evaluation criteria, namely: relevance, effectiveness, efficiency, sustainability and impact, as well as the EU added value, coherence and cross cutting issues will be taken into consideration. The main users of this evaluation will be the EU Delegation to Jordan, relevant services at HQ and the Government of Jordan.
