Desk Review: The evaluation team studied background materials and material provided by Expertise France which included documents on the background of the Technical Support Action as well as its current status, including its Inception Report, recent Interim Reports, Steering Committee meetings’ minutes, EC financing decisions, bilateral French-Greek agreements, Workshop Agendas, etc.
Field Research: carried out in order to gather the opinions and assessment of the various stakeholders. A total of 48 individuals were met during the field research. The target groups were:
- representatives of the Ministry of Administrative Reconstruction (MAR) (all levels);
- the Secretary Generals of the other Ministries involved in the TS project;
- the members of the Steering Committee;
- the Working Group participants;
- the participants of the technical meetings;
- representatives of other Ministries involved in the TA project;
- representatives of the SRSS;
- representatives of the Reform Partner;
- representatives of Expertise France.
Key Informant Interviews: 42 individuals were interviewed in depth. All interviews were anonymous and confidential, and the resulting material was used in the drafting of the Final Report.
Two Focus Groups: Two Focus Group discussions were conducted, moderated by a Focus Group Moderator, and recorded by a note-taker.
The Focus Groups addressed Component 2 (HRM) and Component 4 (e-Government).
Two Case Studies were also carried out. The one examined Inter-ministerial coordination (Component 1), and the second Case Study was an independent assessment of the process of appointment of Administrative Secretaries (Component 2 of the TS action).
Reporting: A Draft Final Report was circulated, and feedback from the main project stakeholders was incorporated into the Final Report, which included a presentation of the findings and key issues, conclusions and recommendations.
Description
The reform of public administration was one of the conditions for the implementation of structural reforms included in the economic adjustment program for Greece funded by the member states of the European Union and the IMF. A Structural Reform Service Support (SRSS) was formed for this purpose by the European Commission and provided technical support from Member States and international organizations in the reform of state administration.
The overall objective was to perform a mid-term review of the Technical Support Action in order to assess the overall level of achievement of the goals and results, the relevance, effectiveness, efficiency and to a lesser extent, anticipated impact and sustainability of the on-going interventions and to provide recommendations for the implementation during the second year of the project, and in a next phase that may potentially begin after October 2019.
The specific objectives were to:
- provide a 360° review of the TS action
- evaluate project progress against the planned activities
- evaluate the project progress against the on-going reforms in the sector
- provide with a perception analysis of the point of view of the beneficiaries (beneficiary assessment)
- evaluate the process and organisation of the project and coordination between the various stakeholders
- make recommendations and share lessons learned that will be useful for planning any future TS action in this field
- review the monitoring and evaluation framework and make recommendations for improvement
